Our client, Western Victoria Primary Health Network (WVPHN) is responsible for increasing the efficiency, effectiveness and coordination of health services for patients, particularly those at risk of poor health outcomes.

Working together with community and health industry partners, WVPHN is committed to strengthening the primary healthcare system, based on specific regional needs. Operating in four regional centres, Ballarat, Geelong, Horsham and Warrnambool, WVPHN drive local engagement to ensure strong connections, through the development of local community and clinical councils.

WVPHN is seeking to employ a highly skilled and strategically focused professional to manage and lead their People and Culture team and, to oversee additional key operational functions including marketing and communications, ICT, procurement, quality and risk and fleet and facility management.

Reporting to the CEO, the key responsibilities of this position include:

  • Lead and support a team of skilled professionals across multidisciplinary functions.
  • Ensure strategic development and decision making in relation to employee relations and business operational functions which underpin and drive organisational people and strategic objectives.
  • Ensure WVPHN is compliant across all aspects of state and federal industrial relations legislation including the WVPHN Enterprise Agreement.
  • Lead and develop a collaborative and high-performance culture whilst ensuring employee health and wellbeing is a focus at all times.
  • Provide high level operational and strategic advice and support to the CEO, Board and Executive regarding human resources and industrial relations.
  • Ensure human resource policies and learning and development activities are contemporary and support current and forecast workforce capabilities.
  • Work collaboratively with the Executive team whilst contributing to WVPHN’s strategy.
  • Ensure brand integrity through consistency of communications and associated strategy and across all streams.
  • Develop and strengthen internal capabilities and systems relating to people, performance, governance, strategic planning and ICT. Ensure all internal systems align with the Board, community and departmental expectations and support associated reporting, accreditation, OHS and quality and safety standards.
  • Manage risk across the organisation through developing and executing supportive frameworks including risk mitigation strategies that consider the organisation’s portfolio including insurance arrangements, business continuity and disaster recovery.
  • Ensure robust corporate management systems that ensure accountability and efficiency across the organization including procurement and fleet facility management.
  • Provide leadership and foster stakeholder relationships in the region by networking across relevant peak bodies and professional associations as well as PHN groups.
  • Undertake the position of Chief Information Officer associated with WVPHN’s Information Security Governance Framework.

To be successful in this role, you will be able to demonstrate:

  • High level human resource management and industrial relations capability, skills and knowledge gained through demonstrated experience in an executive or leadership position ideally in the healthcare, public or community sector.
  • Experience successfully managing organisational changes, including employee engagement, culture and workforce development.
  • Experience managing and leading multidisciplinary teams. Managing other functions such as corporate services is highly desirable.
  • Strong interpersonal skills including stakeholder and relationship management, with a demonstrated ability to motivate and inspire others.
  • Highly developed written communication skills.
  • Goal oriented and the ability to meet timeframes in dynamic environment.
  • Strong analytical skills and problem-solving capabilities.
  • High level computer skills across MS Office applications and good knowledge of business software packages.
  • Tertiary qualifications in Human Resources or a related business discipline.
  • An understanding of the principles of quality, safety and risk management.
  • Knowledge of and connections to the Western Victorian Primary Health Sector is considered advantageous as is exposure to preparing reports to a Board and an understanding of the key principles of good governance.

Our client offers a very attractive remuneration including salary packaging up to $15,900 per annum.
