Our International Engagement Team is seeking a Program Officer for a non-ongoing employment opportunity for 18 months with the possibility of ongoing employment arising during this time. This position is at APS 5/6 level with a salary range of $77,533 to $98,079.

Under limited direction

  1. Design, manage, implement and report on international human rights cooperation activities in Australia and other countries.
  2. Contribute to program quality throughout the project cycle, ensuring compliance obligations and that program and financial risks are managed well.
  3. Co-design project activities, leveraging the expertise and experience of the Australian Human Rights Commission where appropriate.
  4. Assist in developing project budgets, arrange project payments in accordance with budgets and agreements, and track expenditure, ensuring projects are delivered within budget.
  5. Monitor and evaluate the outcomes of international human rights cooperation activities, including through overseas visits.
  6. Undertake research and policy development relevant to human rights.
  7. Communicate regularly with overseas partners, and provide strategic and operational support and capacity building.
  8. Manage relationships with overseas partners, other development partners, donors, suppliers and other key stakeholders.
  9. Maintain, record, and manage project information.
  10. Represent the Commission to high-level delegations, including through the delivery of public presentations.
  11. Contribute to strategic planning and goals of the team.

SELECTION CRITERIA:

Essential

  1. Demonstrated knowledge of and experience in, project planning and management processes in an aid and development context.
  2. Demonstrated ability to design, implement and manage international cooperation or international aid and development activities.
  3. Good knowledge of international human rights issues, frameworks and principles (including gender and social inclusion strategies).
  4. Good written and oral communication skills with the ability to work effectively in a small team and undertake negotiation and relationship building with key stakeholders.
  5. Experience working with project related finances such as budgeting, forecasting, procurement and payments.
  6. An ability to meet government policy and compliance requirements.
  7. Strong organisational, problem solving, and interpersonal skills.
  8. Ability to prioritise work with the capacity to work under pressure and to deadlines.
  9. Good understanding of monitoring and evaluation strategies applicable to international cooperation activities.

Desirable

  1. Knowledge of DFAT programs and policies.
  2. Experience working in a cross-cultural environment or with people of different cultures.
