About the Kimberley Land Council:

Covering the Kimberley region of northern Westerns Australia, the Kimberley Land Council (KLC) commenced in 1978 and was formed by Kimberley Aboriginal people as a political land rights organisation.

It has become the peak Indigenous body in the Kimberley, working with Aboriginal people to secure native title recognition, conduct conservation and land management activities and develop cultural business enterprises.

About the Role:

The Kimberley Land Council (KLC) is the recognised Native Title Representative Body for the Kimberley region in WA. The KLC actively facilitates the registration and operation of Indigenous carbon projects on behalf of native title holders and other Kimberley Aboriginal people, including those holding pastoral leases. All projects supported by the KLC are owned directly by Traditional Owners (via the relevant PBC / Aboriginal Corporation).

All revenue from these projects goes back to the indigenous proponents, is re-invested and contributes directly to the regional economy, Aboriginal employment, PBC governance and capacity development, as well as ongoing and improved fire management for the savanna burning projects and the co-benefits they generate.

The KLC is looking to further build our in-house carbon expertise by growing our practice, in order to support Indigenous people with the establishment and management of new carbon projects. This will involve supporting traditional owners (TOs) engage in the carbon economy, in order to generate untied income to help realise TO aspirations and strengthen the capacity and capability of Native Title groups to manage their country.

You will be part of our growing Environmental Markets, Fire Operations & Carbon team, and work with a number of longstanding partner Indigenous organisations, NGOs corporate partners, government departments & agencies and policy makers.
You will undertake research to evaluate the cultural provenance, impact and effectiveness of fire and carbon projects in the Kimberley. This work will maximize benefits and participation in carbon and fire management for Indigenous people in the Kimberley, inform KLC’s policy advocacy on carbon, fire and Indigenous economic development and fulfil KLC’s reporting obligations with funding partners.

Key Responsibilities:

  • Conduct participatory mixed methods research on carbon and fire projects in the Kimberley, their cultural provenance, impact on communities and industry and their effectiveness
  • Collect qualitative data using culturally relevant research methodologies
  • Employ quantitative data to support evaluation findings
  • Support and participate in fire and carbon community engagement processes (planning meetings, collaborations and workshops)
  • Obtain any necessary approvals to conduct human research with Indigenous participants
  • Develop and maintain trusting relationships with Government, Indigenous and non-Indigenous partners in carbon and fire
  • Provide updates to internal and external stakeholders on the evaluation project
  • Provide input to KLC advocacy on carbon, fire and Indigenous economic development

Selection Criteria:

Applications must provide a written response addressing each of these Essential Selection Criteria.

  • Experience in culturally responsive practice
  • Experience in using culturally secure qualitative research methodology
  • Experience in participatory ways of working
  • Experience in building trust and relationships with Indigenous stakeholders
  • Communication skills
  • Including liaison between Indigenous and non-Indigenous bodies
  • Presentation of findings in a variety of formats
  • Context dependent facilitation skills
  • Project management skills
  • Ability to adapt to changing, complex circumstances
  • Work to timeframes and deliver reporting
  • Ability to understand and integrate a wide variety of quantitative data in reporting

Desirable:

  • Experience of implementing mixed methods research methodologies
  • Knowledge of Indigenous theories of wellbeing
  • Knowledge of environmental economics
  • Knowledge of evaluation theory such as:
  • Approaches to evaluation
  • Program logic modelling
  • Evaluative synthesis
  • Knowledge of Indigenous land management
  • Understanding of Indigenous cultural intellectual property and data sovereignty
