Context

Multicultural Centre for Women’s Health (MCWH) is a national, community-based organisation which is led by and for women from migrant and refugee backgrounds. We advocate and educate to strengthen the health, wellbeing, safety and leadership of migrant and refugee women in Australia.

MCWH works together with migrant and refugee women, community organisations, health practitioners, employers, communities and governments to build and share knowledge, achieve equity and improve health and wellbeing for migrant and refugee women.

Position Objectives

MCWH’s vision is for migrant and refugee women to be free from all forms of discrimination, to have autonomy over their lives, and experience health equity, well-being and safety in society.

For this vision to be achieved, MCWH needs to monitor its programs and services and provide meaningful reports to our key stakeholders to demonstrate impact.

The purpose of the role of Monitoring and Evaluation Officer is to provide leadership and guidance in reporting, monitoring and evaluation across the organisation.

Working closely with the Executive Assistant, and reporting directly to the Executive Director, the Monitoring and Evaluation Officer will be focused on bringing our vision to life by ensuring our organisation has effective systems in place for demonstrating our impact.

Organisational Relationships

Internal

The Monitoring and Evaluation Officer reports directly to Executive Director, works closely with the Executive Assistant and is a member of the Executive Support team.

External

Relevant federal, state and local government departments; funding bodies; national, state and regional research; service delivery and policy bodies; media; community organisations; training

Key Responsibilities

Provide leadership in reporting, monitoring and evaluation by:

  • Developing reporting, monitoring and evaluation frameworks and systems across the organisation
  • Working collaboratively with Directors to develop strategies and plans to effectively implement reporting, monitoring and evaluation frameworks and systems
  • Working with all MCWH staff to ensure that reporting, monitoring and evaluation systems are effectively implemented
  • Continually improving reporting, monitoring and evaluation systems

Provide leadership for the effective use of MCWH evaluation data by:

  • Developing systems for the consistent, coherent and regular collection and collation of evaluation and reporting data
  • Synthesising complex data into user-friendly data to support the Advocacy and Communications teams
  • Supporting program staff to understand and implement their reporting and evaluation roles and responsibilities
  • Conducting regular analysis of MCWH evaluation data
  • Developing and maintaining reporting and presentation tools using evaluation data

Support the Executive Director and Executive Team to report to the Board and to the membership by:

  • Ensuring that reporting, monitoring and evaluation systems align with MCWH’s Strategic priorities and impact areas
  • Providing regular reports to the Board
  • Providing evaluation data for regular reporting to key stakeholders, including data for the annual report

Collaborate with key staff across the organisation, applying systems thinking and evolving our ways of working by:

  • Working collaboratively with the Executive Assistant to ensure effective workflows and systems are in place across the organisation, with particular focus on reporting, evaluation and monitoring, and their interaction with other systems
  • Providing support to the Executive Team to ensure all staff have the information and resources they need to effectively implement reporting, evaluation and monitoring systems
  • Working with key staff to troubleshoot challenges as they arise

General Responsibilities

  • Represent MCWH externally as required
  • Undertake appropriate relationship analysis to inform work priorities
  • Provide executive administrative support to the Executive Director when the Executive Assistant is on annual leave
  • Other duties consistent with the role and as negotiated with the Executive Director

Selection Criteria

Essential

Technical Requirements & Qualifications

  • Relevant tertiary qualifications in monitoring and evaluation

  • High level of knowledge and understanding of the development and application of monitoring and evaluation frameworks and systems
  • Minimum 3 years of professional experience in a monitoring and evaluation role
  • Experience in the development and implementation of reporting, monitoring and evaluation frameworks and systems
  • Experience in the development of evaluation plans and tools for data collection
  • Confidence with relevant IT systems for data collection, collation, analysis and presentation

  • Confidence, ability and capacity to meet regular reporting deadlines
  • Advanced general and report writing skills

  • Demonstrated ability to work collaboratively and autonomously to meet MCWH strategic and operational goals
  • Demonstrated ability to maintain a high level of confidentiality and to exercise discretion
  • Commitment to, and understanding of, migrant and refugee women’s issues from an intersectional feminist perspective.

Highly Desirable

  • Fluency in a relevant community language

Special Requirements

  • Some evening or weekend work may be required from time to time
  • MCWH operates according to a hybrid home/office working model

Salary & Conditions

  • SCAHDS Award Level 6, pay point 1-3, depending on experience.
  • Salary packaging is available, with a benefit of up to $6,600 per annum.
  • Additional leave entitlements:
    • 5 weeks annual leave for up to 5 years’ service and 6 weeks thereafter
    • 3 days ex-gratia leave between Christmas and New Years Day
    • Additional personal leave entitlements

Period of Appointment

This is a part time (0.8 FTE, 4 days per week), 7 month fixed-term contract (Parental leave position).
