ABOUT NPCC

The Noble Park Community Centre Incorporated (NPCC Inc) was established in 1956 to engage the local youth within Noble Park through recreational activities such as gymnastics, indoor bowls, and basketball. The aim was to provide a productive outlet and a sense of inclusion within their community.

More recently, NPCC has evolved into the “Hub” of the Noble Park Community, a place where people of all ages, backgrounds and abilities are welcomed. The range of programs and services provided reflect the changing needs of one of the most multicultural communities in the nation.

The Noble Park Community Centre exists to:

  • Create a safe, inclusive, friendly, caring environment, and a meeting place for the local community
  • Promote a sense of belonging and community spirit and encourage participation by all members of the community
  • Promote access to members of our disadvantaged communities without discrimination or prejudice
  • Provide a range of high quality community education programs to disadvantaged adult learners, which meet individual learning needs
  • Provide opportunities for personal growth and social development through the provision of high quality recreational activities, well-being programs, support groups, and social interaction for people of all ages, abilities and interests

THE POSITION

This is a permanent part time position of 30 hours per week, worked over at least 4 days.

The position is classified under the Neighbourhood House & Adult Community Education Centres Collective Agreement 2016; Part B, Community Development Worker, (SCHCADS modern award), Level 8 (year level to be negotiated).

Superannuation and Workcover will be paid by NPCC.

The primary site of employment is Noble Park Community Centre, Ross Reserve, Memorial Drive, Noble Park. 3174.

The Centre Manager is regularly required to work or attend meetings at other local venues.

KEY RESPONSIBILITIES

Community Development

  • Develop NPCC as a recognised and valued hub for the local community to participate, learn, and belong
  • Ensure NPCC principles and values influence interactions with each other and the local community in the work we do and the way we do it
  • Understand that communities have strengths and knowledge to contribute and together with NPCC can build a culture of community participation and openness
  • Actively engage with the community in identifying local needs and work together towards creating a healthier and connected community
  • Work in partnership with other providers to support and facilitate the community and individuals to access services and activities, local information, and opportunities for learning

People and Culture

  • Promote and bring about a culture of respect, fairness and acceptance of diversity
  • Under the direction of the Governance Committee and in accordance with organisational policies and procedures, take responsibility for human resource management including the selection and supervision of all staff, volunteers, students and tutors
  • Be responsible for staff professional development, identifying staff training needs and facilitating access for staff and volunteers to appropriate training and development programs
  • Empower staff and volunteers by encouraging them to take on new responsibilities and learn new skills
  • Support and inform the Governance Committee in developing strategic directions, policies and procedures to ensure good governance and best practice management of the Centre

Operational Management and Accountability

  • Oversee the day-to-day operations of NPCC and ensure operations are in line with the strategic direction, policies and guidelines set by the Committee
  • Plan and implement the operations and programs delivered through the NPCC in accordance with legal, regulatory and financial requirements
  • Monitor, review and develop NPCC’s operational policies, processes and protocols in order to maintain a compliant environment
  • Be responsible for meeting requirements set by key NPCC stakeholders such as City of Greater Dandenong Council (CoGD), Department of Families, Fairness and Housing (DFFH), Adult and Community Further Education (ACFE) and the Neighbourhood House community
  • Report regularly to the Governance Committee regarding the activities of NPCC, relevant updates and any opportunities for development

Financial Management and Accountability

  • Oversee the financial management of NPCC and ensure financial activities are in line with policies and guidelines set by the Committee and are in support of the continued financial sustainability of the Centre
  • Prepare, manage and monitor NPCC’s financial budget and expenditure alongside the Bookkeeper, Treasurer and Committee
  • Identify funding opportunities and prepare funding submissions and acquittals relating to all funding agencies
  • Maintain an effective working relationship with key funding agencies including City of Greater Dandenong Council (CoGD), Department of Families, Fairness and Housing (DFFH) and Adult and Community Further Education (ACFE)

Program and Project Management

  • Ensure Noble Park Community Centre provides a broad range of meaningful, inclusive and appropriate programs and activities which give opportunities for community members to participate, engage, and grow
  • Provide programs and activities that increase people’s independence, enhance their learnings and foster social interaction
  • Develop NPCC as a recognised and valued provider of relevant programs and activities that meet the changing needs of the members of the community
  • Formulate, implement, monitor and evaluate projects and programs

Marketing, Social Media and Communications

  • Develop, recommend to the Governance Committee and implement marketing and communication strategies that will expand the reach and engagement of community members
  • Achieve maximum profiling for Centre programs and activities by ensuring the day to day communications of programs and activities are delivered across all mediums, including social media, print, email, and by third party promotion
  • Ensure that the website and communications are reviewed frequently so that they are accurate and up to date
  • Promote the organisation in the community and coordinate the development of promotional material

NPCC Strategic Plan 2022-2024

  • Contribute to the implementation, development, and review of the strategic plan in partnership with the Governance Committee and Staff.
  • Identify projects and funding opportunities in line with the strategic plan, and coordinate and submit suitable applications.

KEY SELECTION CRITERIA

Demonstrated understanding that communities have strengths and knowledge to contribute and together with NPCC can build a culture of community participation and openness.

Demonstrated experience in recruiting, developing, leading, and supervising staff and volunteers, developing effective teams, and building an inclusive and positive culture. Possess a strong understanding of working with voluntary governance committees.

Demonstrated ability to plan and implement the operations and programs delivered through the NPCC in accordance with legal, regulatory and financial requirements.

Demonstrated experience in financial management including planning, budgeting, and managing day to day financial operations.

An ability to work with the community and local cluster members to develop programs and activities that increase people’s independence, enhance their learnings and foster social interaction.

The ability to positively represent the Centre, advocating effectivity for the organisation within the community, and with funding providers and sponsors.

QUALIFICATIONS AND KNOWLEDGE

A tertiary qualification and/or relevant experience in Community Development, Education or other related area is required.

Sound understanding of the Neighbourhood House Sector and not for profit organisations.

Excellent computer skills and experience with a range of software.

Current working with children’s check (WWCC) and a satisfactory National Police check.

Current first aid and CPR certificate.

Current driver’s licence and own transport is preferred.
