This newly created position will provide leadership in disaster management on behalf of Noosa Council to ensure the Council and community are able to effectively prepare for, respond to and recover from disasters.

  • Position Remuneration: Level 7.1 ($108,063 base annual salary) / ($122,659 total remuneration package which is based on a permanent full- time employee and inclusive of 12% employer superannuation and 17.5% leave loading).

About You

As the Disaster Management Coordinator, you will have a demonstrated effective track record in the disaster management field, ideally within a local government environment.

You will have thorough knowledge and understanding of disaster management concepts, Queensland disaster management legislation and arrangements and Emergency Management Assurance Framework.

Further but not limited to, you will have experience in coordinating and delivering disaster management projects that require high levels of consultation, integration and negotiation to achieve successful outcomes without sacrificing work standards.

The position's focus will be:

  • Coordinate the delivery of disaster management activities, including co- ordination of the Local Disaster Coordinator (LDC), Local Disaster Management Group (LDMG), Local Disaster Coordination Centre (LDCC) and Emergency Operations Team.
  • Provide pivotal assistance to the Chair and the Local Disaster Coordinator of the Noosa Local Disaster Management Group to manage and coordinate its functions as required by the Disaster Management Act 2003.
  • Develop, implement and review, best practice disaster management plans, policies, programs and guidelines in consultation with council staff, relevant agencies and other key stakeholders and implemented in accordance with statutory obligations, the Emergency Management Assurance Framework and Council objectives.
  • Provide high level advice to Council, the LDMG, the LDC, the LDRG, the LDRC and the public on disaster management activities, related policy matters and projects.
  • Coordinate the delivery of assigned disaster management projects and ensure they are scoped appropriately and delivered on time, within budget and in close consultation with relevant stakeholders.
  • Oversee Council’s Disaster Reconstruction program in collaboration with the Director Infrastructure Services due to the scale and complexity of the reconstruction program.
  • Work closely with the Disaster Recovery Group, Chair and any support staff to take a leading role in disaster recover activities and ensure seamless integration and handover from Disaster Management activities.
  • Work closely with the Climate Change and Sustainability Team on organisation-wide climate and disaster resilience measures, plans and policies, including ensuring integration of latest climate science, climate risk assessments and data into disaster prevention, preparedness, response and recovery.
  • Be a key point of contact and partner for emergent technology in disaster prediction, prevention and monitoring information technology and artificial intelligence being implemented by Council’s Peregian Beach Digital Hub and through such innovative programs the FireTech Connect program.
  • Arrange, facilitate and/or conduct disaster management training and exercises for relevant staff and stakeholders.
  • Engage with communities, community organisations and relevant agencies to facilitate a coordinated approach and response to disaster management. Including the development and implementation of community education programs to enhance community resilience through preparation and planning for disaster events.
  • Manage Council’s support to the local State Emergency Service (SES) groups within Noosa Shire.
  • Coordinate Council’s grant applications for Australian Government Disaster Recovery Funding, State Disaster Relief funding or any other Grant applications as required including cross organisation monitoring of projects and ensuring progress reporting and grant acquittal.
  • Oversee the physical, human and financial resources to deliver cost effective services within the adopted budget parameters.
  • Such other relevant duties as required from time to time as identified by the Director Infrastructure Services, which would generally fall within the scope of this position.
