The Northern Land Council (NLC) was established under the Aboriginal Land Rights (Northern Territory) Act in 1976, to assist Aboriginal people in the Top End of the Northern Territory to acquire and manage their traditional lands, waters and seas.
Nearly 50 years on we continue to serve over 50,000 Aboriginal people of the Top End and remain committed to enhancing Aboriginal peoples social, political and economic participation by supporting their aspirations and amplifying their voices on a range of issues impacting on their lands, seas, culture and communities.
About the Role
The Community Planning and Development Project Officer position is responsible for facilitating strategic planning and research, advocacy, governance and project management support to Aboriginal groups in the Top End.
Support groups whose rights and interests are affected by proposed large-scale projects to identify their concerns, priorities and to negotiate strong social, cultural, environmental and economic benefits. Provides strategic planning, governance and project management assistance to groups that have allocated income from land use agreements to initiatives that generate lasting community benefit.
Key Deliverables Include
- Facilitate participatory planning and decision making by groups to develop their short- and long-term priorities, manage risks, negotiate strong and sustained benefits and allocate income to address aspirations and priorities.
- Undertake mapping to understand the existing assets, services, social and economic risks and opportunities in communities where we work to avoid duplication and better inform local group decision making.
- Support groups to develop and implement appropriate and effective financial and project governance frameworks.
- Provide quality project and contract management of varied community projects including project conception, feasibility, planning, data management, delivery and evaluation.
- Assist groups to undertake strategic advocacy, foster partnerships and complementary funding arrangements so that benefits achieved might exceed the value of the group’s own financial resources.
Essential Requirements
To thrive in this role you will have:
- Qualification in Community Development, Project Management, or a related field at the Certificate IV level or an equivalent level of experience in a comparable position.
- Minimum of 2 years’ experience working in an Aboriginal or community-based decision-making context, preferably involving capacity building, governance or participatory planning.
- Demonstrated skills and experience in end-to-end project and contract management including financial management.
- Ability to rapidly acquire a knowledge of the Northern Land Council and the context in which it operates, and the capacity to meet statutory requirements with regard to consultation with Aboriginal constituents on community development aspirations.
- Demonstrated sound judgement and decision-making skills with the ability to effectively manage conflict, consult and liaise with constituents, community organisations, industry groups and government departments.
Remuneration and Benefits
- Full-Time, Fixed Term (3 years)
- Location: Darwin
- Total Remuneration Package Value: Minimum of $111,315 including 14% superannuation and district allowance (based on location and eligible dependents) - negotiable based on experience
- Salary packaging benefits up to $15,900 and additional Meal Entertainment and Holiday Accommodation benefits up to $2,650 per year.
- Annual Airfare allowance (currently $2,724 net)
- Generous leave entitlements such as 5 weeks annual leave, 18 days personal leave per annum, paid Christmas shut down and study leave
