The Director, Strategic Commissioning and Procurement will play a key role in NWMPHN throughout the commissioning framework. This involves advising staff, other directors and executive directors on the procurement of commissioned services throughout the north west Melbourne region. The Director will plan, co-ordinate, lead and manage a professional and compliant process which achieves value for money as well as organisational and programmatic key performance indicators.

Reporting to the Executive Director of Business Systems, they will be responsible for driving systemic changes in the commissioning, procurement and contracting areas to reduce variability of practice, build staff and organisational capacity around procurement, and add value through supporting robust contract and performance management processes.

We are North Western Melbourne Primary Health Network (NWMPHN), Victoria's largest independent, locally governed and run, not-for-profit PHN, dedicated to improving primary health care in our community.

What are PHNs?

PHNs have been established with two key objectives:

  • Increasing the efficiency and effectiveness of services for community members, particularly those at risk of poor health outcomes
  • Improving coordination of care to ensure people receive the right care in the right place, at the right time

A typical week may include:

  • The development of robust and fit for purpose systems, tools and processes for procurement.
  • Provide considered procurement and contract management guidance and advice to key internal and external stakeholders.
  • Support staff with training and capacity building around procurement and contract management, including the provision of direct support to complete documentation and manage, for example, a tendering process.
  • Provide a central point of contact for legal advice required during the procurement process.
  • Work with finance and other members of business services to ensure contractual obligations, such as payments, are met with 100% compliance.

We are looking for someone who has:

  • Extensive experience and knowledge of contemporary practices in procurement, contracts and tendering with a well-developed understanding of purchasing services within the health sector (commissioning).
  • Experience in the design, delivery or management of health or health related services.
  • A business, law or other relevant degree would be highly desirable.
  • A high-level knowledge of contract legislation, best practice administration including relevant contract and tender guidelines.
  • A high-level project planning, change-management, evaluation, attention to detail and problem-solving skills, including identification and implementation of workable solutions to problems.
