The Northern Territory Council of Service Inc (NTCOSS) is a peak body for the Northern Territory social and community service sector and an advocate for those who are most disadvantaged.

Position Title: Policy Manager

Position Purpose: Lead the policy and advocacy team to develop and deliver high quality social policy analysis, advice and advocacy to effect positive systemic change in the Northern Territory aligned with NTCOSS strategic objectives, in particular in the area of children and young people.

Position Reports to: Chief Executive Officer

Position Location: Darwin or Alice Springs

Industrial Instrument: The Fair Work Act 2009, Social, Community, Home Care and Disability Services industry (SCHCADS) Award 2010 and the Northern Territory Council of Social Service Incorporated Enterprise Agreement 2017.

Award Classification: Social, Community, Home Care and Disability Services Industry (SCHCADS) Award 2010 Social and Community Services Employees level 7

Terms of Employment: Full Time (37.5 hours per week)

Salary Package: Above Award at $125,000.00 p.a.

Other Basic Entitlements: 11 % Superannuation paid to a fund of employee choice. 6 weeks annual leave at normal pay plus 17.5% leave loading. Grace leave for the working days occurring between Christmas and New Year public holidays, at normal pay.

Statement of Duties:

Summary of main duties to be performed, listed with equal priority:

  1. Monitor the federal and state government policy environment to determine impact on NT and national social policy issues impacting on people and communities who are socially and financially disadvantaged.
  2. Facilitating input from community sector organisations, particularly those working with children and youth, including those in regional and remote centres in the NT, to social policy development, advocacy and input into Government reviews and consultative processes.
  3. Effectively represents the views and interests of NTCOSS members and the wider NT community sector by influences social policy directions through providing complex, evidence-based policy advice and preparing high-quality written, briefings, submissions and other correspondence on policy, policy direction, service quality and outcomes.
  4. Lead, support and develop the NTCOSS policy and advocacy team to deliver agreed organisational activities and outcomes, including development of the NTCOSS policy platform by undertake social policy analysis, research and campaigns in relation to social justice issues that impact on people and communities in the NT.
  5. Identify and advance partnership opportunities between Department of the Chief Minister and relevant NTG agencies such as Territory Families, Department of Health and the community sector to representing NTCOSS’s views and policies to the government, the non-government sector and the media.
  6. Work closely with the CEO and other staff to provide input into NTCOSS business planning and reporting and NTCOSS publications.
  7. Other relevant duties as requested by the Executive Director.

  1. Experience providing advice on policy issues and demonstrating leadership to support team members to deliver agreed organisational activities and outcomes.
  2. Highly developed skills in social policy analysis and a demonstrated understanding NT and national social policy issues, particularly those impacting on people and communities who are socially and financially disadvantaged. 
  3. Excellent written and oral communication skills including the ability to manage the media and present to a range of stakeholders and groups, develop and maintain strategic relationships with stakeholders, negotiate with high level government and community representatives, produce quality articles and reports and facilitate and lead strategic consultations, liaison and networking across a range of stakeholder groups.
  4. A demonstrated genuine commitment to social justice principles including Aboriginal self-determination, professional ethical standards and diverse workplaces.
  5. An appropriate tertiary qualification and extensive experience working within the Social and Community Sector
  6. A preparedness to undertake with some interstate and regional travel.
  7. A current NT Working with Children Card.
  8. A current NT driver license.
