Hepatitis Australia sits within the governance of Australia’s national response to blood borne viruses and sexually transmissible infections. In addition, Hepatitis Australia has long-standing and successful partnerships across a range of significant national projects which support Australia’s national response to viral hepatitis.
Our members are the eight state and territory Community Hepatitis Organisations. Our mission is to provide leadership and advocacy on viral hepatitis and support partnerships for action to ensure the needs of Australians affected by, or at risk of viral hepatitis, are met. About the Role
A unique contract opportunity for a Lead Policy Analyst is available to join this highly regarded national health peak body that advocates on behalf of its members in key areas of medical research and health care funding. As the Lead Policy Analyst you will:
- Lead the development of Hepatitis Australia’s strategic policy positions and the communication of those positions to internal and external stakeholders.
- Lead and manage the Policy team including work coordination, delegation and planning to ensure successful delivery of Hepatitis Australia’s policy and advocacy initiatives
- Initiate, manage and coordinate the development and implementation of a range of policy initiatives that inform national policy and support the interests of people affected by viral hepatitis.
- Identify opportunities to strengthen relationships with government and other key stakeholders.
- Work with the CEO and other senior managers to pursue and achieve tactical and/or strategic objectives pertaining to the organisation’s strategic vision and assist in the execution of work necessary to meet these objectives.
- Manage key relationships with Australians living with viral hepatitis, government, the research community and peak health organisations.
Position responsibilities
Key Responsibilities:
- Build the case for public funding for efforts to eliminate viral hepatitis, particularly community-led initiatives
- Lead the research, analysis and review policy issues of related to viral hepatitis, identifying emerging issues, developing evidence-based options, and recommended solutions to resolve problems and mitigate risks.
- Provide expert policy advice and information to relevant stakeholders to facilitate the appropriate interpretation and implementation of policies and support Hepatitis Australia’s initiatives.
- Build and maintain relationships with key stakeholders, facilitating their engagement in, and contribution to, the identification and development of policy solutions and to inform policy decision making.
- Monitor, evaluate and report on the development and/or implementation of policies to identify issues and ensure the achievement of desired outcomes.
- Ensure compliance with governance and quality requirements, to successfully deliver policy priorities and initiatives.
- Initiate, lead and coordinate the preparation of policy papers, submissions, position statements, correspondence, written reports, publications, and briefs, that are informative and aligned with Hepatitis Australia’s requirements. This includes delegation and coordination of policy team capacity to fulfil these tasks.
- Undertake regular review of outward communications regarding Hepatitis Australia policies to ensure consistency and accuracy.
- Lead and manage a small high performing policy team including planning, managing the operational budget for the team, recruitment, and reporting.
- Other duties as required, commensurate with skills, knowledge and experience.
Within the context of the role described above, the ideal applicant will be someone who has the following key capabilities:
Essential
- Tertiary degree qualifications in a relevant discipline and substantial experience in the not-for-profit community sector, public health sector or government.
- Experience in the operations and/or organisation of the Australian health system at a Commonwealth or state/territory level
- An understanding of federal government policy development and processes (e.g. the development of budget proposals and submissions), and/or experience in federal/state government relationships.
- Considerable skill and extensive experience in policy development, advocacy, strategic planning, and ability to synthesise and simplify complex ideas and information, including the issues, programs and initiatives associated with the organisation’s strategic plan.
- A sound understanding and commitment to Hepatitis Australia’s strategic agenda, including the issues, programs and initiatives associated with the organisation’s strategic plan.
- Able to exercise professional judgement and initiative and undertake work of innovative, novel and/or critical nature with little or no direction.
- Demonstrated ability to lead and mentor a small, high performing team shaping a positive dynamic, supporting the delivery of expected work outcomes under both hybrid and remote working conditions.
- Demonstrated ability to successfully operate within the social, political and organisational environments in which national peak bodies operate.
- Able to achieve results through the efficient use of resources and a commitment to quality outcomes, uses own professional knowledge and the expertise of others to drive forward organisational objectives and to create a culture of achievement, fostering on-time and on-budget outcomes in the organisation.

- Highly developed consultation, collaboration and negotiation skills, including the ability to use contemporary communication channels (e.g. online meeting platforms) to share complex information and engage and interact with diverse audiences.
- Highly effective internal and external stakeholder engagement and management, able to identify and address complex and often competing needs and find innovative solutions to resolve stakeholder issues.
- Excellent written, oral and presentation skills and able to build cooperation and overcome barriers to information sharing, communication and collaboration across the organisation.
- Highly developed IT skills including Microsoft Office 365 Suite
Desirable
- Detailed knowledge of, or the capacity to quickly acquire and apply knowledge of, viral hepatitis.
- Experience in processes relating to changes to the Pharmaceutical Benefits Scheme and Medicare Benefits Schedule.
- Post graduate qualifications in relevant field.
