The ACT Emergency Services Agency (ESA) is a progressive organisation that prioritises its people and is responsible for emergency management and related support arrangements in the Territory. The ESA Commissioner is responsible for the strategic direction and management of the Agency and four operational emergency services, achieving this with an executive team that is creative, innovative and aligned. About the Branch

The ESA Capability portfolio encompasses specialist functions essential to the delivery of emergency services including:

  • Fleet
  • Workshops
  • Facilities & Infrastructure
  • Digital Services & Projects
  • Resources & Logistics

The specialist functions within Capability work collaboratively across the ESA, to support the Commissioner, the operational services of the ESA, external agencies, and coordination of resource deployment both interstate and internationally, as required.

About the role

Reporting to the ESA Commissioner, the Assistant Commissioner/EBM - Capability ensures the delivery of specialist operational functions and supports the emergency services of ESA to meet legislative requirements as contained within the Emergencies Act 2004. The Assistant Commissioner/EBM Capability is accountable for the provision of expert advice to the ESA Commissioner and Executive Group and functional management relevant to the scope of the portfolio.

A key priority for the role is strategic leadership and an appetite for reform. The ability to leverage the power of a collegiate executive group and broader JACS, ACT Government resources is paramount. The development of robust relationships across government and non-government stakeholders at local, national and Commonwealth level, will be key to the success of the role.

About you

You will have a track record of experience in executive leadership where you have been responsible for setting the strategic direction and providing guidance to the functional units of your portfolio.

You will have extensive skills in operational management at a high level and can relate it to the government context. You understand how to navigate and lead through complex portfolios and get the best out of your branch.

You will have experience motivating and developing people, valuing diversity, and fostering a culture of continuous improvement. You will have excellent verbal and written communication skills to engage with senior stakeholders on complex issues.

Having knowledge of the emergency services sector would be an advantage.

  • Demonstrated executive experience leading the operations of a large and complex portfolio.
  • Demonstrated ability to motivate, develop, and lead a diverse team with a proven commitment to valuing diversity and fostering an inclusive environment.
  • Strong track record of developing organisational capability to achieve results.
  • Proven experience in effectively engaging across different levels of government, with the ability to build and maintain strong, collaborative relationships.
  • Demonstrated commitment to improving community and an ability to deliver on improved service outcomes.
  • High level communication skills and a strong ability to influence effectively.
