The Solomon Islands Knowledge-Action-Sustainability for Resilient Villages (SOLKAS) Project, in partnership with Save the Children and the Government of Solomon Islands, is seeking a qualified GEDSI Consultant to commence October 2024 and finish end February 2025.

The SOLKAS Project is one of the largest locally-led adaptation projects globally, and one of the first with a strong focus on the education sector. Largely funded under the Green Climate Fund (GCF) with co-finance from the governments of Australia, New Zealand and the Solomon Islands, the project will reduce children, youth and communities' exposure to climate hazards and help build sustainable, resilient communities and livelihoods in the context of climate change.

SOLKAS is a partnership with the Government of the Solomon Islands, through the Ministry of Environment, Climate Change, Disaster Management, and Meteorology (MECDM), and Save the Children Solomon Islands (SCSI).

Implementing ministries include Ministry of Education and Human Resources Development (MEHRD), Ministry of Agriculture and Livestock (MAL), Ministry of Rural Development (MRD), Ministry of Women, Youth, Children and Family Affairs (MWYCA), Ministry of Fisheries (MFMR), MECDM and Ministry of Provincial Government and Institutional Strengthening (MPGIS).

Working with communities across six provinces, the project will strengthen resilience to climate change impacts by strengthening the capacities of national, subnational, and local governments, communities, and schools to understand, plan for and implement responses to the climate crisis through 3 components:   

1. Community-led development of adaptation plans, building climate change knowledge and skills, and access to climate change information;
2. Resilient livelihoods, food and nutrition security, and school-level building retro-fits; and
3. Institutional strengthening.

Scope of Work:

The GEDSI consultant will collaborate with MWYCFA and the new SOLKAS GEDSI Adviser to manage and complete a number of deliverables before end-February 2025. The main deliverable of 2024 is to design and facilitate a workshop to be held in Honiara in November 2024. Over the consultancy period, the consultant will be responsible for:

• Reviewing DRAFT Climate Change IEC materials in terms of GEDSI
• Focal Points: Provide GEDSI capacity strengthening support to MEHRD and NDMO through identification of GEDSI focal points,
• Workshop: Design and deliver a contextually informed 3-day workshop training on theoretical underpinnings and practical approaches to gender equality and disability inclusion in climate change adaptation and disaster risk reduction in the Solomon Islands context. Design and facilitation should be in collaboration with MWYCFA, relevant focal points and other key local services.
• Strengthen Agriculture Extension Officers ability to support women's roles in agriculture by:
  • a) conducting gender analysis of access to extension services, technology adoption and agricultural productivity; and support action planning workshop based on findings
  • b) Developing strategy for improving agricultural services to account for gender differences in agricultural roles and access to extension services and agricultural inputs
  • c) Developing DRAFT training modules on gender-responsive extension and advisory services in collaboration with SOLKAS GEDSI Adviser
• Provide handover briefings to national SOLKAS GEDSI Adviser working collaboratively with relevant Ministries

• Completion: End February 2025

• Proposal (under 8 pages), including relevant experience, methodology, activities, timeframe, and financial quotation
• Demonstrated experience as GEDSI Adviser in Pacific
• Strong project management and stakeholder engagement skills

Essential Experience:

• Prior experience in Solomon Islands
• Strong time management, organisational, and communication skills

Desirable Experience:

• Expertise in climate change adaptation, Disaster Risk Reduction, and hazard management
• Experience in school safety or climate resilience programs

Consultants must comply with Save the Children's Child Safeguarding Policy and undergo a National Police Check and Working with Children Check (if applicable).
