About the Leaving Violence Program

From 1 July 2025, Telstra Health will deliver the Leaving Violence Program (Program), a nationally funded initiative by the Australian Government. The Program will support victim survivors who plan to leave or have left a violent intimate partner relationship by providing individualised financial support packages, as well as safety supports through risk assessments, safety planning and referral support.

The service operates Monday to Friday, 8:30 am to 5:30 pm (local time) across all Australian states and territories, excluding national public holidays. This nationwide structure ensures comprehensive coverage across all time zones.

Our Commitment and Program Principles

The Program is underpinned by four main principles:

  • Trauma-informed - Individuals receive a trauma-informed, person-centred service.
  • Culturally responsive - Individuals receive a culturally informed service, with a specific focus for Aboriginal and Torres Strait Islander peoples.
  • Accountable – Telstra Health is responsible and transparent to the Department of Social Services
  • Ethical – Telstra Health operates with honesty and integrity, is trusted and diligent.

The Program principles are designed to reflect and respond to each victim-survivors experience of intimate partner violence. Using these Principles, the Program will provide for a trauma-informed and person-centred service by empowering choice and autonomy. The Program is a key initiative under the National Plan to End Violence against Women and Children 2022-32, designed to complement other services available to victim-survivors that work towards ending gender-based violence.

What’s the opportunity?

The Senior Service Manager will provide strategic and operational leadership to the national program, ensuring the effective delivery of trauma-informed services to victim survivors who plan to leave or have left a violent intimate partner relationship. This role will lead a multidisciplinary frontline team, driving high standards of governance, workforce capability, program consistency and fostering a culture of continuous improvement to deliver positive outcomes.

About the role

Strategic and Program Leadership

  • Provide high-level leadership for the national implementation, integration, and continuous improvement of the Leaving Violence Program.
  • Align program delivery with the organisation’s strategic objectives, contractual obligations, and sector best practice.
  • Develop and implement innovations to enhance service user experience through product development, business improvement initiatives and capability building.
  • Contribute to the broader organisational strategy and sector development through innovation, knowledge-sharing, and thought leadership in family and domestic violence response.
  • Monitor program performance through data analysis, stakeholder feedback, and outcomes reporting.
  • Provide leadership and oversight to Clinical Practice Leads, fostering a culture of collaboration and continuous improvement through the effective exchange of clinical knowledge and best practices.
  • Ensure KPIs related to timeliness, quality and workforce/forecasting are achieved across the service.
  • Oversee product development to optimise the experience for our service users, working collaborative with the technology team.
  • Execute strong project management methodology to ensure on time delivery of new initiatives.
  • Develop annual budget and ensure service is delivered within this.

Stakeholder Relationship Management

  • Cultivate and maintain strong relationships with government agencies, community partners, funding bodies, and internal stakeholders to enhance program delivery and sustainability.
  • Understand the contract deliverables and performance metrics and work collaboratively with the Department of Social Services to achieve this.

Leadership & Workforce Capability

  • Development, Lead, support and develop your team to deliver impactful services to victim survivors who plan to leave or have left a violent intimate partner relationship.
  • Lead your team to create a one team culture to meet business objectives with strong employee engagement.
  • Performance management of individuals who are not performing in their role.

Health Safety & Wellbeing (HSW)

All employees and contractors have an obligation to comply with their HSW responsibilities. You will:

  • Familiarise yourself with and ensure adherence to Telstra Health HSW policies and procedures.
  • Consult with colleagues and HSW representatives on HSW issues.
  • Ensure that your direct reports (employees and contractors) are provided with required training, induction and advise to ensure their safety at workplace.
  • Immediately report incidents as per the incident reporting procedure.
  • Be a role model to your team by adopting safe working behaviour at work.

About you

To succeed in this role, you will need to meet the following:

Qualifications

  • Bachelor’s degree in business, business administration, or related field.

Experience

  • At least 7+ years leadership experience.
  • Strong experience in large program management and service delivery in the health or social services sector and preferably under a government contract.
  • Proven experience in stakeholder relationship management.
  • Operational management across complex service environments.
  • Demonstrated expertise in managing multidisciplinary teams and complex programs across multiple sites.
  • Experience working with diverse populations, including Aboriginal and Torres Strait Islander communities and culturally and linguistically diverse groups.
  • Demonstrated experience in leading large teams and working in a matrixed organisation.
  • High-level communication, negotiation, and stakeholder engagement skill across a breadth of audiences including both verbal and written and presentation format.
  • Expertise in project and change management.
  • Strong business acumen including managing P&L.
  • Experience in the roll out of new product initiatives to service users.
  • High levels of organisation, responsibility, self-motivation, and personal commitment.
