What are we looking for?

Are you ready to make a difference in the exciting space of Treaty in Victoria? We seek an experienced Operations Manager to oversee day-to-day operations, ensuring efficiency and alignment with our business plan. Reporting to the Director of Operations, you will play a vital role in enhancing Treaty Authority's core operations by advising senior leaders on critical operational needs. This role will lead business, procurement, and IT services while ensuring compliance with policies, legislation, and standards. The ideal candidate will have strong project governance skills and be capable of driving and delivering key projects on time and within budget.

What you need to succeed:

To succeed in this role, you will bring to the role:

  • Proven leadership and advisory experience in business services, overseeing administration, procurement, IT, and office management.
  • Experience in project governance and management, ensuring compliance, risk management, and timely project delivery.
  • Expertise in procurement processes, supplier coordination, and maintaining compliance with the organisation’s Procurement Framework.
  • Knowledge of IT systems and operations, managing external IT providers, data privacy, and business-critical infrastructure.
  • Understanding of workplace health and safety (WHS), ensuring compliance with a focus on staff well-being.
  • Ability to develop and implement governance, risk, audit, and compliance frameworks aligned with cultural values.
  • Excellent stakeholder management skills, collaborating and communicating effectively across teams to drive operational efficiency and strategic goals.

About the Treaty Authority

The Treaty Authority is an independent entity with a mandate to facilitate the formation of treaties between the State of Victoria and First Peoples in Victoria.

The Treaty Authority’s work is grounded in Aboriginal culture, lore and law and led collectively by a panel of five Members committed to Aboriginal self-determination and empowerment. It engages with a broad cross-section of stakeholders including the State of Victoria, the First Peoples’ Assembly and Traditional Owners in Victoria.

The objects of the Treaty Authority’s work are to:

  • Facilitate the journey towards reconciliation, mutual respect and tolerance between First Peoples and other people of the State and to
  • Maintain, promote and advance the self-determination and empowerment, culture and human rights of First Peoples.

What you’ll bring:

  • Relevant tertiary qualifications in business, economics, or a related field.
  • Proven experience in operations or project management, with expertise in procurement, IT, and workplace health and safety and proficiency in maximising the use of Gantt charts and MS Project (or similar).
  • Excellent administrative abilities, including high-quality documentation, research, and legislative analysis.
  • Strong leadership skills with experience managing teams (preferred).
  • Enthusiasm for learning and applying culturally driven ways of working.
  • Exceptional communication, problem-solving, and analytical skills.
  • Ability to manage multiple projects, prioritise effectively, and work with attention to detail.
  • Strong interpersonal skills and a commitment to building respectful relationships with First Peoples and the broader community.
  • Adaptability, resilience, and a passion for driving meaningful reform for First Peoples in Victoria.
