WHAT ARE WE LOOKING FOR?

Join our Agreement-Making Team as a Senior Policy Advisor - an expert who will provide strategic policy advice and support Treaty Authority Members to administer the Treaty Negotiation Framework, oversee Treaty negotiations, and resolve disputes.

You will be experienced in policy development, offering high-quality advice on Treaty negotiations, dispute resolution, and best practices from comparative jurisdictions. You will also provide technical guidance on the Treaty Negotiation Framework to ensure the Treaty Authority’s work is aligned with purpose and is culturally strong and help drive continuous improvements in Treaty processes.

WHAT YOU NEED TO SUCCEED

  • Proven ability to provide high-quality strategic policy advice and to develop innovative, sound and culturally strong policy proposals.
  • Experience in supporting continuous improvement of policies and practices relating to administrative and legal frameworks.
  • Strong skills in translating policy and research into clear, accessible resources for stakeholders.
  • Expertise in preparing and presenting reports, briefings, and presentations for diverse audiences.
  • Demonstrated knowledge of First Peoples policy and practice, with the ability to identify best practices, emerging trends, risks and opportunities.
  • Experience in developing internal policies under a legally compliant and culturally strong framework.
  • Strong consultation skills and the ability to build and maintain relationships with internal and external stakeholders.
  • Strong project management and administrative skills, with the flexibility to handle additional duties as required.

ABOUT THE TREATY AUTHORITY

The Treaty Authority is an independent entity with a mandate to facilitate the formation of treaties between the State of Victoria and First Peoples in Victoria.

The Treaty Authority’s work is grounded in Aboriginal culture, lore and law and led collectively by a panel of five Members committed to Aboriginal self-determination and empowerment. It engages with a broad cross-section of stakeholders including the State of Victoria, the First Peoples’ Assembly and Traditional Owners in Victoria.

The objects of the Treaty Authority’s work are to:

  • Facilitate the journey towards reconciliation, mutual respect and tolerance between First Peoples and other people of the State and to
  • Maintain, promote and advance the self-determination and empowerment, culture and human rights of First Peoples.

WHAT YOU'LL BRING:

  • Qualifications/Experience: Tertiary qualifications in social/public policy, law, social science, or substantial experience in a similar role. Experience in Indigenous legal/policy issues, dispute resolution, and human rights is desirable.
  • Cultural Competency: Strong knowledge of First Peoples policy and practice, with lived experience or experience working with Aboriginal communities preferred.
  • Policy Expertise: Extensive experience in developing, implementing, and evaluating complex policies. Proven ability to create innovative, sound, and culturally strong policy proposals.
  • Skills: Strong planning, organisational, briefing, and report-writing skills. Ability to synthesise complex information and communicate it clearly in both written and verbal forms.
  • Interpersonal Skills: High level of communication skills and the ability to work effectively with diverse stakeholders.
  • Personal Attributes: Passionate about reform benefiting First Nations, committed to anti-racism, and adaptable in a fast-paced environment. Able to work independently, take initiative, meet deadlines, and collaborate within a team.
