About Torres Strait Island Regional Council

We are seeking an experienced and dynamic leader to join our management team as Head of Community Services. This pivotal role is responsible for overseeing the development, delivery and financial management of community services across the Torres Strait Island Regional Council area.
Key Responsibilities:
- Develop and implement operational and financial plans for community services.
- Lead and manage the delivery of key social services, including:
- Environmental Health
- Housing and Tenancy
- Health and Wellbeing
- Divisional Administration
- Indigenous Knowledge Centres
- Aged Care Support
- Child Care services
- Lead and advocate for appropriate service responses and infrastructure to ensure high quality services.
- Provide strategic advice to the Executive Director Community Services.
- Ensure alignment with key objectives and strategic priorities.
This role requires regular travel across the Torres Strait Islands and to Cairns, offering you the chance to experience the beauty and unique culture of the region.
What We're Looking For

The ideal candidate will have:
- Tertiary qualifications in Business Administration, Social Policy or Community Development, or other relevant discipline, or demonstrated extensive experience in successfully fulfilling the responsibilities and functions of a similar position in the public or private sector.
- The ability to influence stakeholders and work closely with them to determine acceptable solutions.
- Local Government management experience in a similar position.
- Knowledge of and experience in corporate governance and risk management, including budget preparation and financial control, occupational health and safety and information management.
- Demonstrated ability to lead, manage, monitor, and review programs, and an ability to manage multiple programs simultaneously.
- Competency in Microsoft applications including Word, Excel, and Outlook.
- A track record of following through on commitments.
- Excellent planning, organisational, and time management skills.
- Experience leading and developing top performing teams.
- A history of leading and supporting successful projects.
- Knowledge of Torres Strait languages (Meriam Mer, Kala Lagaw Ya, or Creole) is required.
Other Requirements
- The preferred applicant may need a National Police Certificate.
- Immunisations may be required for certain travel-related health risks.
- Eligible for and successful with obtaining a Blue Card Working with Children.
