Reporting to the CEO, this position will be responsible for oversight and delivery of the program.
The SCfC is a community development program funded by the Australian Government to support local governance and the delivery of services for children, young people, and families. Wanta’s role is primarily as a facilitator, subcontracting organisations to deliver programs in line with community aspirations and SCfC outcomes. With several local project partners, this role also involves supporting the community led delivery of activities. A key characteristic of this project is the importance of local community ownership, both in the design and delivery of services as well as reflecting the community’s vision of a strong and safe community.
This position will be responsible for oversight and delivery of the program (a full job description can be provided upon request).
Key Responsibilities
Planning and Delivery
- Develop, deliver, monitor and review Community Plans for Ntaria in collaboration with the Local Community Board and the broader community.
- Develop Community Plans using the template provided by National Indigenous Australians Agency (NIAA) and submit any variations of the site’s budget, strategies, or activities to NIAA for approval.
- Document the activities to be implemented over the funding period. The activities must reflect the aims of SCfC and community priorities and adopt a holistic approach to servicing community needs.
- Implement the Community Plan and the aims of SCfC by subcontracting the delivery of activities from selected service providers (Community Partners) as advised by the Local Community Board and in accordance with the Community Plan.
- Update the plan annually and submit to NIAA for approval. Activities must not commence until they have approval from NIAA. It should reflect, for example, where an activity (or strategy) is changed, a new activity (or strategy) is introduced, estimated costs have changed or milestones have changed.
- Develop the local workforce by providing opportunities for skill development and participation in paid work through SCfC subcontracted services.
- Ensure any SCfC workers have access to regular supervision, coaching, ongoing learning and skill development opportunities.
- Develop and maintain relevant data and monitoring procedures.
- Meet with local community members and elders to discuss local aspirations and to inform cultural safety, protection, and opportunity.
- Encourage and support all Aboriginal families, valuing their ideas, strategies, and aspirations.
Manage SCfC Operations
Coordinate and manage the SCfC operations for Ntaria:
- Coordinate SCfC services in the community and subcontract a range of local services to address community needs and the aims of SCfC.
- Support the establishment and successful functioning of the Local Community Board, ensuring membership represents the different clan groups, men, women and young people in each community, and has the interest, experience and cultural authority to address the needs of children, young people and families.
- Work with the Local Community Board to shape their vision for the children, young people and families in the community
Financial Management
- With support from the Wanta CEO, Regional Manager – Central Australia, and the Finance and Communications Manager, develop and have complete oversight of the SCfC annual budget.
- Provide to the Local Community Board, access and visibility of the financial management arrangements for SCfC, including Facilitating Partner costs, individual activity budgets and the overall SCfC budget position.
Reporting
- Report to and seek guidance and contribution from the Wanta Board in relation to SCfC operations.
- Work with the Regional Manager – Central Australia, and Finance Manager to monitor and report on SCfC outcomes aligned with the programs 'Data Collection' guidelines.
- Maintain accurate, up to date records.
- Complete NIAA six-monthly reporting and quarterly internal reporting to the Wanta Board.
Relationships and stakeholder management
In collaboration with Wanta senior staff:
- Ensure all programs are delivered with quality and integrity.
- Ensure Policies and Procedures are in place, reviewed, implemented, and updated as needed.
- Ensure compliance with relevant regulations, laws and standards.
- Operate within the requirements of Wanta’s philosophies, policies and procedures as well as regulatory requirements.
Contribute to Wanta
- Be a positive, innovative and active member of Wanta and participate and support broader activities of the organisation.
- Contribute to strategic planning, organisational development, management work plans & policy.

ADDITIONAL DUTIES
The SCFC Manager shall:
- Observe and carry out all lawful directions in relation to the performance of the duties and functions under their Contract.
- Devote the whole of their professional effort to their employment and not hold any position or take on any activities, which may in any way be seen to conflict with the duties or functions under this Contract unless approved by Wanta Aboriginal Corporation.
Key selection criteria
Key selection criteria for the position:
- Knowledge, skills and experience working in community development.
- Demonstrated high level ability to plan and deliver community development programs.
- Strong people skills – teamwork, engagement, supervision
- Excellent communication and interpersonal skills, both verbal and written
- A current full driver’s license (plus 4WD experience is desirable)
- Willingness to undergo national police check and Ochre Card application (if an Ochre Card is not already held)
