About the role
The CEO will lead the overall operations of the Trust and oversee the work of the Trust’s administrative staff and work crew. The CEO will work with the Trust to develop and implement a strategic plan and ensure the operational and strategic plans contribute to the development and prosperity of the Trust and the Framlingham Aboriginal community. Additionally, the CEO will support the Trust to transition to a new governance structure.
The CEO will be a driven organisational leader with experience working with Aboriginal communities in Victoria and Australia. The CEO must have a strong understanding of, and networks within, these communities.
On 22 October 2018, Michael Fung of PwC was appointed Administrator of the Trust by the Victorian Minister for Treaty and First Peoples. The Sole Administrator consults with the Trust’s Advisory Committee, comprised of Trust community members, in relation to any decisions affecting the Trust. The term of the Sole Administrator is scheduled to end on 30 June 2023. The CEO will report to the Sole Administrator until this time and support the Trust with the transition to any new governance arrangement post 30 June 2023. Responsibilities
Key areas of responsibility for the CEO will include:
- Work with the Trust to develop and deliver on the strategic vision for the Trust, including supporting the Trust to transition to any new governance arrangement post 30 June 2023
- Consult with the Advisory Committee (and any new Trust governance arrangement) in relation to any significant decisions affecting the strategic direction, operations and performance of the Trust
- Work with the Sole Administrator and Advisory Committee (and any new Trust governance arrangement) to map the strategic vision and desired service delivery profile for the Trust, including resourcing needs and where to secure financial and non-financial support
- Support the Sole Administrator to present budgets, financial statements and progress reports to the Advisory Committee or any other Trust governance structure post 30 June 2023
- Oversee and ensure the effective management of the Trust including the day-to-day Trust operations and the development and implementation of Trust policies and procedures, as well as the Trust’s Economic Development Plan
- Ensure the Trust adheres to its corporate governance, statutory and contractual reporting obligations, and delivers within budget expectations
- Build positive and collaborative relationships with internal and external stakeholders, including services providers, government agencies and other community organisations based within and outside of the Trust
- Establish and maintain a workforce and Trust service delivery profile that provides sustainable employment, career and engagement opportunities for Trust residents and shareholders
- Provide leadership and create and maintain a positive working environment and collaborative and respectful operational culture.
Key selection criteria
The successful applicant(s) will have:
- Demonstrated cultural capability and competencies and experience working with Aboriginal organisations and Traditional Owner groups in Victoria and Australia
- Capacity to lead and manage an Aboriginal community organisation and work respectfully and collaboratively with board members
- Experience working in and leading Aboriginal community organisations, engaging with traditional owners in Victoria and Australia and providing high-level strategic and operational advice to an Aboriginal board
- Understanding of issues that relate to the health and wellbeing of all Aboriginal and Torres Strait Islander people
- Experience in strategic, operational and financial planning to support delivery on the organisation’s priorities and KPIs
- Experience in funding contract management and reporting, including liaison with government agencies and service provides.
- Ability to meet requirements of legislative/regulatory frameworks, have strong working knowledge of accounting principles and practices and have the ability to analyse and report on financial data
- Ability to effectively identify and assess emerging issues, consider options and devise effective actions plans and innovative solutions to complex challenges
- Highly developed communications and interpersonal skills and the ability to negotiate, navigate challenging relationships and resolve conflicts
- Strong leadership skills, and the ability to motivate others and build a positive team and organisational environment
- Ability to lead staff and an organisation through periods of change, and in culturally sensitive and safe ways
- Ability to obtain satisfactory police and working with children checks
- Tertiary qualifications relevant to the responsibilities of the position, e.g., business and human resource management, law, community development, organisational change management (Preferable but not mandatory)
