About APO NT

Aboriginal Peak Organisations of the Northern Territory (APO NT) is an alliance comprising the Aboriginal Medical Services Alliance of the NT (AMSANT), North Australian Aboriginal Justice Agency (NAAJA), Aboriginal Housing NT (AHNT), NT Indigenous Business Network (NTIBN), Central Land Council (CLC), Northern Land Council (NLC), Anindilyakwa Land Council (ALC) and Tiwi Land Council (TLC). The alliance was created to provide a more effective response to key issues of joint interest and concern affecting Aboriginal people in the Northern Territory, including through advocating practical policy solutions to government.

APO NT is committed to increasing Aboriginal involvement in policy development and implementation, and to expanding opportunities for Aboriginal community control. APO NT also seeks to strengthen networks between peak Aboriginal organisations and smaller regional Aboriginal organisations in the NT.

APO NT has an auspice agreement with NAAJA, where NAAJA provides corporate support to APO NT including human resources and employment services. APO NT staff are employed as employees of NAAJA.

POSITION OVERVIEW

The Children and Families Tripartite Forum (the Forum) is a key component of reform for children and families. The Forum’s purpose is to address an identified need for structured and sustained high level engagement between the Northern Territory Government, Commonwealth Government and community sector regarding children experiencing vulnerability, young people and families, and child protection and youth justice issues.

The Forum membership includes the Northern Territory and Commonwealth governments and the community sector represented by Aboriginal Peak Organisations Northern Territory (APO NT), the Northern Territory Council of Social Service (NTCOSS), and the North Australian Aboriginal Justice Agency (NAAJA).

The role of the Forum is to provide advice to the Northern Territory and Commonwealth governments to guide and support the implementation of the agreed reform agenda arising from the Royal Commission report including:

  • enable and facilitate cross-government, inter-agency and inter-sectoral cooperation, coordination and collaboration in delivering the reform agenda and services for children and young people experiencing vulnerability including those in the youth justice and child protection systems; 
  • work collaboratively with other relevant bodies as appropriate in light of the broad-based influence of social determinants on the life course of individuals including their potential interaction with child protection or youth justice services;
  • provide strategic oversight and monitor the development and implementation of the 10-year Generational Strategy and key reforms for children and families in the Northern Territory, and;
  • provide strategic advice and facilitate integrated efforts in relation to community engagement and supporting community-led decision making to help ensure that local engagement is coordinated, purposeful and shaped as far as possible by the interests and preferences of local communities.

The Senior Project Officer will work closely with the APO NT Manager, Generational Strategy Community Sector Coordinator and across the Community Sector members (APO NT, NTCOSS and NAAJA) to coordinate their input and follow up actions arising from the Forum.

The position requires a multi-skilled, self-motivated person with proven ability to work with government to advocate for and progress issues of importance to Aboriginal children, young people and families in the NT.

The Senior Project Officer will be responsible for working with members of the Forum to drive the necessary reform to ensure the functioning of the Forum meets the Strong Partnership Elements committed to under the National Agreement on Closing the Gap.

REPORTING RELATIONSHIPS

The position reports to the Generational Strategy Community Sector Coordinator. Maintaining regular engagement and reporting to Community Sector Forum members, and engagement of their broader membership is a critical component to this work.

SELECTION CRITERIA

Essential:

  1. Demonstrated experience and understanding of the political, social, cultural and economic circumstances facing Aboriginal children, young people and families in the NT, particularly Aboriginal people living in remote communities.
  2. Demonstrated strong advocacy skills for issues important to Aboriginal children, young people, families and communities.
  3. Demonstrated capability in cultivating productive working relationships and networks with internal and external stakeholders.
  4. Experience in policy research, analysis and development, including the preparation of reports, submissions and discussion papers in a timely manner.
  5. High level written, oral communication and interpersonal skills including presentation and engagement skills.
  6. Demonstrated experience in project management, including an ability to work autonomously and to coordinate the input of others to the project; and the ability to effectively balance competing priorities and deadlines.
  7. Satisfactory criminal history check and no history of disqualification from employment by a legal practice.
  8. A current Ochre Card or the ability to gain.

Desirable:

  1. Understanding and / or experience of the Aboriginal community-controlled sector in the NT and / or community sector in the NT.
  2. Knowledge of the policies, programs and processes of government departments and authorities, and political parties as they relate to Aboriginal people in the NT.
  3. Tertiary qualifications in the health, social sciences, political science or law.
  4. Current Driver’s licence.
