The Nauru-Australia Program on Economic Governance is seeking an experienced and motivated Chief, Financial Systems with a proven track record in optimising financial information systems, especially TechnologyOne (TechOne), and SaaS solutions, ensuring system stability, and integrating other systems such as ASYCUDA and revenue systems. The ideal candidate is a collaborative, respectful, flexible, and resilient financial systems specialist with a keen focus on enhancing financial reporting and system architecture and fostering strong cooperation and relationship management across various divisions and stakeholders.

The Government of Nauru has made significant commitments to improve its economic and fiscal governance. The role of Chief, Financial Systems within the Department of Finance, will be responsible for leading the Corporate Services Unit to optimise financial systems and build local capacity.

The successful applicant will:

• Lead the Corporate Services Unit and manage teams supervisors responsible for financial reporting, information systems, and internal audit sections.
• Ensure effective operation of the Financial Management Information System (FMIS) and other relevant ICT systems, focusing on maintaining stability and functionality.
• Integrate other systems with the FMIS, especially ASYCUDA (customs) and revenue systems.
• Establish and maintain a system for regular monitoring of management control compliance.
• Develop systems and staff capabilities to ensure the sustainable operation of the Corporate Services Unit.
• Provide advice on inclusive practices, ensuring access for women, people with disabilities, and other marginalised populations.

The position is an accompanied posting to June 2025, with the potential to extend. A competitive international standard remuneration package will be offered to the successful candidate, including housing, vehicle, leave and return airfares for international candidates.

About you

We are seeking candidates who can demonstrate a high degree of flexibility, respect, resilience and adaptability, and a preparedness to work with limited resources and overcome challenges. The ability to successfully build and manage relationships with a broad range of stakeholders is essential.

To be successful in this role, you will have tertiary qualifications in computer science, information technology, software development, business, accounting, finance, or a related discipline. Proven experience in managing financial information systems, particularly Technology One (TechOne) and SaaS solutions, with a focus on maintaining system stability and functionality, is essential. You should have experience integrating other systems with the FMIS, especially ASYCUDA and revenue systems. Strong cooperation and relationship management skills across various divisions, government departments, vendors, and donors are also required. Experience in the Pacific region, with an understanding of the context, cultures, pace, and how to work with low capacity and resources, will be highly regarded.

You will be required to demonstrate a strong understanding of, and commitment to, Gender Equality, Disability and Social Inclusion (GEDSI), child protection and the Prevention of Sexual Exploitation Abuse and Harassment (PSEAH), anti-corruption and other DFAT safeguarding policies.
