About LMARG

The Loddon Mallee Aboriginal Reference Group (LMARG) is a forum for Aboriginal Community Controlled Organisations (ACCOs) www.lmarg.com.au. The health and wellbeing of Aboriginal communities in the Loddon Mallee region is core business for LMARG members which includes:

  • Bendigo and District Aboriginal Cooperative in Bendigo.
  • Mallee District Aboriginal Services delivering in Mildura Swan Hill and Kerang.
  • Murray Valley Aboriginal Cooperative in Robinvale; and
  • Njernda Aboriginal Corporation in Echuca.

About the project

  • Establish relationships between LMARG and key agencies responsible for emergency management planning they are better equipped to meet their responsibilities towards Aboriginal communities In Loddon Mallee including new and existing stakeholders (e.g., Emergency Recovery Victoria, the SES, and the CFA.)
  • Review cybersecurity strategies and planning with LMARG members and relationships with key stakeholders such as the Department of Government Services and Cyber Security (Local Government Victoria).
  • Review all 10 local council emergency management plans in the LMARG catchment for actions relating to Aboriginal populations and improve links between LMARG members and local government around emergency management.
  • Support members to review and improve existing ACCO emergency plans including pre and post readiness and Business Continuity Planning for members who require support to undertake this work.
  • Conduct a Recovery Planning Capability audit with links to the Aboriginal Community Led Recovery plan (April 2023).

Key deliverables

  • Emergency Management Plans reviewed and supported at local level.
  • Relationships established with new and existing stakeholders local and regional.
  • Local and regional workshops held with relevant stakeholders.
  • Recovery Planning Capability Audit complete, training needs identified, and staff training delivered.
  • Cyber-security strategies in place in all ACCOs

Reporting

  • Updates with the LMARG Quality Network every six weeks.
  • Mid project written report March 2025.
  • Final report on completion.

Remuneration

This project role will be remunerated based on the project scope and skills and experience of the successful individual or consultant

Key Selection Criteria

In applying, interested parties are invited to outline the skills and qualifications that equip them for the role and how they would approach the key project deliverables. Interested groups or individuals are requested to include in their application a response to project deliverables outlining the process to be undertaken and detailed costing. The response must include the following:

  • Outline of the approach to be taken.
  • Project management details including timeline and budget.
  • Details of key personnel and their qualifications/skill sets.
