About the JustACE Program:
The JustACE Program engages people with cognitive impairment (PWCI) involved with the criminal justice system (CJS) as suspects/defendants/offenders. The program aims to build the capacity of PWCI to live safe, independent, and meaningful lives in the community through creating positive connections, relationships, and sustainable networks of support. JustACE works in close consultation with a range of government and non-government services, including the Magistrates Courts, Legal services, Community Corrections, and Tasmanian Prison Services. The JustACE team is based in Hobart but offers outreach services around the state.
Position Summary:
Justice Programs: The Program Manager -JustACE is responsible for the overall management and coordination of the JustACE Program, including the supervision of the Case Facilitators. The role requires strategic oversight of program operations, staff management, stakeholder engagement, and ensuring that the program meets its objectives in alignment with BIAT’s mission and values.
BIAT Programs: The Program Manager - JustACE is responsible for the provision of support and direction for BIAT staff with regard to direct service delivery, management of complex participants and risk management. The role oversees the development and review of organisational policies and procedures.
Level of Responsibility and Supervision
The Program Manager operates with a high level of autonomy and is responsible for the overall management and strategic direction of the JustACE Program and oversight of BIAT staff supervision and organisational risk management and policies and procedures. This role requires the ability to make independent decisions, exercise professional judgment, and manage complex situations, particularly in relation to staff supervision, participant safety, and program outcomes.
The Program Manager reports directly to the Executive Officer and is expected to provide regular updates on program performance, staff development, stakeholder engagement and organisational development. This position requires strong initiative, the ability to work under pressure, and the capacity to effectively manage multiple priorities.
You may be required to supervise students on placement and volunteers.
Key Duties:
Program Management:
- Oversee the implementation and delivery of the JustACE Program, ensuring it aligns with strategic goals and meets the needs of participants.
- Develop, monitor, and review program policies, procedures, and guidelines.
- Ensure program activities comply with relevant legislation, standards, and funding requirements.
- Manage and coordinate the intake process for program referrals and enquiries, ensuring timely and appropriate responses to all potential participants and stakeholders.
- Assess the suitability of referrals and ensure that individuals meet the program's criteria, making informed decisions about their acceptance into the program.
Staff Supervision, Development, and Support:
- Provide leadership, supervision, and support to Justice program staff, including regular performance reviews, professional development opportunities, and team meetings.
- Provide supervision and oversight for BIAT staff engaged in direct service delivery. For example, support with critical incident debriefing and management of participants with complex needs.
- Foster a positive, collaborative, and high-performance team environment.
- Develop and maintain a register of the organisations programs and activities to ensure appropriate policies and procedures are in place to ensure safety of staff and participants.
- Oversee and identify professional development opportunities on program methodologies, risk management, and other relevant areas.
Stakeholder Engagement:
- Build and maintain relationships with key stakeholders, including government agencies, community organisations, and legal services.
- Represent BIAT and the JustACE Program at meetings, forums, and public events.
- Advocate for the needs and rights of program participants at a policy and systemic level.
Operational Management:
- Manage the program budget, including monitoring expenditures and ensuring financial accountability.
- Oversee data collection, reporting, and evaluation processes to assess program outcomes and impact.
- Ensure the safety and well-being of participants and staff, including the development of risk management strategies.
Quality Assurance and Improvement:
- Lead the continuous improvement of the program through regular evaluation and feedback mechanisms.
- Ensure compliance with BIAT’s quality assurance frameworks, including participant feedback, incident reporting, and data management.
- Contribute to the development of funding proposals, reports, and other documentation as required.
Other Duties:
- Undertake additional tasks as required to support the goals of the JustACE Program and BIAT.
- Travel statewide as required to support program delivery and outreach activities.
Essential Requirements:
- National Police Records Check
- Working with Vulnerable Persons Registration (including NDIS endorsement) to be maintained over the course of employment.
- Existing, or demonstrated capacity to acquire, knowledge in the area of brain injury including an understanding of the current issues impacting on people living with or impacted by brain injury.
- Maintaining knowledge of, and working at all times in compliance with, the Child Safe Organisations National Principles and any other legislation that protects the rights and interests of children and young people.
- Tertiary qualifications in a relevant field (e.g., social work, psychology, criminology).
- Demonstrated experience in program management within the human services or criminal justice sector.
- Strong leadership and team management skills, with a focus on staff development and performance management.
- Knowledge of the criminal justice system and the challenges faced by people with cognitive impairment.
- Full and valid driver’s license with the ability to travel as required.
- Registration with or eligibility to register with relevant professional bodies in accordance with professional qualifications.
Desirable attributes:
- Experience working with people with cognitive impairment or brain injury.
- Knowledge of throughcare models and rehabilitation approaches in the criminal justice system.
- Experience in quality assurance and continuous improvement processes.
