About Us

Boorndawan Willam Aboriginal Healing Service (BWAHS) are the lead specialists in Aboriginal specific family violence services across the Eastern Metropolitan Region. The organisation has developed an excellent record of providing high quality family violence and trauma informed intensive case management, integrated family service responses and evidence based therapeutic programs to individuals and groups for a whole family approach.

**This is an Aboriginal Designated Position, classified under ‘special measures’ of section 12 of the Equal Opportunity Act 2010. Only Aboriginal and/or Torres Strait Islander people are eligible to apply.

Our Approach

Aboriginal and Torres Strait Islander culture is central to our practice values and approach, and informs the supports and healing therapies offered to all community members who use our services.

Trauma informed guidelines and practices are utilised by our practitioners in order to deliver appropriate, safe and practical support to individuals and families, delivering a holistic, wrap-around and community-based environment for healing.

Position Summary

The role of the Chief Executive Officer is to manage the operations and the organisational development of BWAHS through strong leadership in order to build organisational capability, capacity and structure in line with the organisation's strategic direction, ensuring high quality services are provided to vulnerable Aboriginal children, young people and their families impacted by family violence in the Eastern Metropolitan Region (EMR).

The Chief Executive Officer is accountable for ensuring high quality, client focused services that are financially sustainable, meet all funding and service agreement requirements and targets, and are compliant with all relevant legislation and regulations. Working in collaboration with the BWAHS Board of Directors, the Chief Executive Officer will ensure evidence-based services are in place, that the outcomes are measured, monitored and reported on accurately, and that quality, risk management and performance reviews are conducted on a regular basis.

Board Administration and Support

(Support the Board decision making process and governance through advice, reporting and communication).

  • Support the Board to define and implement strategies for the ongoing development of the organisation’s Strategic Plan.
  • Oversee the development of operational policies and procedures to ensure programs, activities and operations are implemented, funded and managed effectively.
  • Define the human, material and financial resources required for the organisation to operate effectively and obtain relevant endorsements from the Board.
  • Provide regular and comprehensive reports to the Board regarding all relevant operational issues, including but not limited to, facilities, asset registers, funding and development, stakeholder relations, risk management, financial reporting and human resources matters.
  • Actively fulfil organisational obligations in line with the BWAHS Board of Director’s ‘Delegation Manual’ and relevant policies and procedures.
  • Ensure Policies and Procedures are updated and in line with the Employee Handbook.

Program and Service Delivery

(The position requires strategic thinking and planning to ensure that the needs of the local community are met and opportunities identified.)

  • Lead the implementation of the Strategic and Operational Plans across the organisation, including the review of progress in line with the plans and setting appropriate and achievable targets.
  • Ensure program area plans and budgets are developed and work with Senior Management to implement, review and evaluate in line with funding and service targets.
  • Ensure the provision and implementation of financial, material and human resources for effective service delivery across the organisation.
  • Ensure engagement and community consultation in the planning and delivery of the programs offered.
  • Ensure that Aboriginal and Torres Strait Islander culture is at the foundation of all practice systems and workplaces cultures across the organisation.
  • Provide the leadership for the implementation of quality assurance and risk mitigation strategies in relation to program and service delivery.

Management of Assets and Infrastructure

  • Oversee the maintenance and management of the organisation’s buildings, facilities, equipment, vehicles and amenities.
  • Ensure the appropriate insurance coverage is current on all assets and infrastructure.
  • Ensure the provision of accessible facilities and reasonable adjustments to amenities and workstations for all staff, clients and visitors.

Finance, Taxation, Financial Risk Management, Quality and Accreditation

(To strengthen the organisation financially and to meet all funding and financial compliance requirements.)

  • Work with the Finance Subcommittee and the financial service provider to manage income and expenditure using appropriate processes and procedures, while identifying and managing potential financial risks.
  • Prepare and develop operational budgets for endorsement by the Board, ensuring that income is maintained, and expenditure is controlled.
  • Ensure the organisation fulfils all compliance and accreditation requirements as per current legislation.
  • Support the financial services provider in preparing for and fulfilling the government taxation requirements.
  • Support the financial services provider in preparing for and fulfilling financial audit requirements.

Human Resource Management

(To ensure that appropriate staff are employed and trained and work in a safe environment.)

  • Effectively manage the human resource functions of the organisation by overseeing recruitment, onboarding of new staff, ensuring that staff hold the minimum qualifications to perform their required duties and that all employee documentation is kept on file in line with the ‘Privacy and Confidentiality Policy and Procedure.’
  • Oversee the day-to-day management of employees and implement a staff succession plan to fulfil the future capacity required to deliver on the strategic plan.
  • Ensure staff have clear work plans in line with their position descriptions, achievable Key Performance Indicators (KPI’s) and are provided with appropriate inductions, training and professional development opportunities to effectively achieve both personal and organisational goals.
  • Establish and maintain a professional and safe workplace environment that promotes positive staff morale, cultural safety, effective teamwork and a commitment to the provision of quality services.
  • Manage staff work practices around the health and wellbeing in compliance with Work, Health and Safety legislation and BWAHS policies and procedures.

Community and Stakeholder Engagement

(Ensuring that the services and programs of BWAHS are known within the community and stakeholder and partnership relationships are managed proactively.)

  • Manage organisational participation in alliances, partnerships, forums and conferences.
  • Proactively engage and lobby the for the needs of the organisation with government, industry and community-based stakeholders.
  • Represent the organisation at both media and public engagements when required.
  • Ensure the organisation and its mission, programs and services are consistently presented through a strong and positive lens to the community and other relevant stakeholders.
  • Proactively engage with the local Aboriginal community and other Aboriginal Community Controlled Organisations.

Key Selection Criteria

  • Demonstrated experience working with Aboriginal organisations, children and family welfare organisations, Aboriginal communities and individuals in a culturally safe and appropriate manner.
  • A demonstrated understanding of the issues underpinning family violence and inter-generational trauma in the Aboriginal and broader communities.
  • Demonstrated understanding of organisational governance and experience in reporting to and supporting Boards of Directors.
  • Demonstrated track record of developing and maintaining highly effective relationships across a broad range of key stakeholders.
  • Demonstrated experience and sound knowledge of financial management and budgets.
  • Possess relevant tertiary qualifications and recent management training and/or extensive relevant experience.
  • Demonstrated knowledge and application of quality and accreditation processes, program evaluation and the use of evidence-based practices, human resources management, risk management frameworks and both strategic and operational planning.
  • Demonstrated ability to develop creative solutions to issues that arise within the community or workplace, and to integrate these with policy and procedural development.
  • Superior decision making and presentation skills and a well-developed communication ethic and extensive experience communicating with diverse groups.
  • Satisfactory Victoria Police Check .
  • Satisfactory Working with Children Check .
  • Current Victorian driver’s license.
  • Ability to travel frequently as required.

CONDITION OF EMPLOYMENT

It is a condition of employment that BWAHS be provided with the following:

  • Current Victorian Driver’s License
  • Current Working with Children’s Check
  • Undertake National Police Check
