About the Australia Pacific office

Established in 2017, Climate Analytics Australia-Pacific, provides science and policy analysis across climate and energy-related strategies and policies, with a focus on empowering civil society and other stakeholders to enhance mitigation ambition in Australia and the Asia-Pacific through the development of the whole economy as well as sectoral transformational pathways and roadmaps consistent with the Paris Agreement’s 1.5C warming limit, at the regional, national, and subnational level.

Climate Analytics Australia-Pacific is based in Perth, Western Australia also focuses on tracking and assessing climate and energy policy activities against global and regional benchmarks in the Asia-Pacific region.

Staff also support Pacific Island countries on loss and damage and Adaptation with SPREP, the Pacific regional environmental program based in Samoa. Climate Analytics Australia-Pacific is working in close collaboration with other Climate Analytics offices and global teams, in particular the Climate Policy and climate diplomacy teams, and CA South Asia.

Climate Analytics Australia-Pacific currently has 6 staff members in Perth and one in Canberra, and several associates in the broader region. Climate Analytics Australia-Pacific acts as a regional hub for CA activities in the Asia-Pacific region. It partners up with academia, think tanks and other organisations and foundations in Australia and in the Asia-Pacific region, to further advance climate and energy policy research and analysis and concrete action on climate change at regional, national and subnational levels.

Job Description

We are currently seeking a Project Manager for our international and diverse AustraliaPacific office, a growing, multi-disciplinary team of 7 people. The team is engaged in a variety of projects, with a strong interest in climate mitigation and in the Pacific context on loss and damage and Adaptation. You will work across several small to large projects, with a focus on providing robust Project Management of the Australia Pacific Portfolio.

Your Responsibilities

Under the direct supervision of the Office Director, the Project Manager is responsible for the day-to-day management and operations of the project. The main responsibility of a Project Manager is to ensure that the project outputs are delivered within the specified project tolerances of time, cost, quality, scope and risk for the entire lifecycle of the project.

The Project Manager is responsible for managing the contract with the funder and having a thorough understanding of the terms, conditions, and the respective roles and responsibilities of the partners/stakeholders, to ensure the project outputs are capable of carrying the project to successful completion. Finally, the Project Manager will also play a key role in supporting the development of funding proposals for various agencies, contributing to basic research and tools development, and supporting budget creation with up-to-date information on actual costs.

Specific Tasks

  • Project Delivery and Performance
  • Develop, complete and update implementation plans for each of the Projects - including the management of deliverable and milestone trackers, personnel planning and resource management
  • Monitor the overall progress of the project and use of resources and initiate corrective action where necessary
  • Support facilitation/coordination of meetings with partners and stakeholders, including organisation of consultations and webinars as needed, the development of agendas, relevant materials, and documentation and dissemination of information
  • Ensure that project deliverables are being executed in accordance with the contract
  • Manage and record Project deviations and changes
  • Lead contract management duties for partner agreements, disbursements and reporting
  • Identify, and anticipate in a timely manner, potential risks and issues and advise mitigating measures to the Team Lead and Management Team so that maximum benefit to partner and other stakeholders is achieved

Procedures

  • Comply with all organisational policies and ensure team members are following the established processes and that projects are able to withstand external and internal audits
  • Following all established Procurement protocols for purchasing goods and services for the projects
  • Ensure up-to-date maintenance of the project files for the entire life cycle of the project
  • Ensure the development and implementation of project financial management guidelines and control mechanisms, in conformity with Climate Analytics rules and regulations as well as funder regulations
  • Manage budgets, cash flow and obligations to ensure that deliverables are met and payments to contractors and personnel are made on time
  • Manage expenditures against the budget (based on accurate financial reports) in collaboration with the project finance officer
  • For project closure purposes, provide a formal handover of the project to the closure manager/ Be the closure manager
  • Support project audit activities, including planning, preparation and coordination during the audits and follow up on audit observations/recommendations

Monitoring and reporting

  • Prepare and issue regular project and/or financial reports in accordance with Partner contracts and Climate Analytics Internal requirements for reporting
  • Regularly review project status, evaluating performance criteria (scope, cost, schedule and quality)
  • Maintain progress reports as required by the organisation’s standard procedures
  • Provide routine oversight and analysis of project performance
  • Ensure all project team members track and regularly update milestones and targets for the duration of the project's lifespan

Your Profile

Essential Criteria

  • A Bachelor's Degree in Finance, Economics, Business, Project Management, or other related discipline with an additional two years of experience. A technical certification may be accepted in lieu of a bachelor's degree providing the relevant experience is available
  • Proven track record of successfully implemented plans and projects, including but not limited to tracking of project deliverables, resource planning, control, monitoring and reporting, budget development and financial controlling and analysis
  • Strong IT proficiency and command of project management and reporting tools
  • Our working language is English, therefore excellent English writing and verbal skills are necessary

Desirable Criteria

  • Five years of relevant experience in Finance and/or Project Management
  • Experience in writing reports, performing data analyses, and drafting documents is an asset

Terms: We are looking for a long-term collaboration. Currently, we can offer a fixed-term contract for 2 years, with the perspective of extension based on performance and funding.
