About the Role:

The Executive Manager, Accounting & Finance is primarily responsible for overseeing and managing the accounting and finance operations of Dambimangari Aboriginal Corporation (DAC). The Executive Manager is responsible for ensuring the Corporation's financial health and stability through strategic financial planning, comprehensive financial reporting, effective budgeting, compliance, and management of the accounting and finance team. The Executive Manager will ensure the accuracy, efficiency, and integrity of financial data, support Corporation objectives, and provide strategic financial guidance through the CEO to the Executive leadership team and the Board.

We are the Traditional Owners of the land and waters along the north-west Kimberley coastline, extending from just north of the Robinson River to the Prince Regent River. It has been our home for many thousands of years. We carry the cultural responsibilities of our ancestors to look after Country. Our Country is of great conservation significance, home to many threatened and endemic species, mighty rivers, coral reefs, powerful whirlpools, rugged cliffs, sandy beaches, and more than 700 islands.

We all share a unique body of beliefs and cultural practices going back to Lalai, the Dreaming when the creator beings Wandjina and Woongudd helped shape the land, sea, heaven, and all living things in our Country. We visit our Country when we can and have set up homeland communities on our remote coastline. We want to return to Country, live on our homelands, regain control, and teach future generations.

About the Corporation:

Dambimangari Aboriginal Corporation (DAC) provides a unique opportunity to work closely with Aboriginal people in one of the most remote, spectacular regions of the Kimberley. DAC is a small Aboriginal Corporation dedicated to the benefit of our members, Dambimangari Traditional Owners. DAC is the governing body for all Dambimangari business on behalf of our members, and in line with traditional Law and Culture. We employ more than 30 staff, the vast majority of whom are Traditional Owners.

The Corporation’s key functions include:

  • Managing Native Title including engaging with mining, tourism and other access and development proposals
  • Members’ Services like health and education
  • Land and sea management (Indigenous Protected Area, Ranger Program & Jointly Managed Marine Park including fire, ferals, weeds and marine patrols)
  • Cultural heritage management
  • Economic development
  • Visitor Management
  • Cultural programs
  • Remote infrastructure
  • Corporate Services including finance, administration & payroll

What We Are Looking For:

You will be an experienced Chief Financial Officer, Senior Financial Controller and/or Senior Finance Manager with brilliant financial management and problem-solving skills. You will be confident to take responsibility of and lead the Accounting & Finance function at the Corporation, including the opportunity to develop and grow your own internal support team. You will be comfortable working in a cross-cultural setting, keen to further develop your knowledge of Indigenous culture and excited to live in and explore the remote Kimberley region.

Duties will include:

  • Provide strategic advice on financial planning, budgeting, and forecasting through the CEO to the Executive leadership team and the Board.
  • Develop and execute financial strategies that align with the Corporation’s overall goals and objectives.
  • Create and maintain long-term financial forecasts and models that support effective planning and strategic decision-making.
  • Conduct evaluations of various strategic options and economic conditions to assess their impact on the Corporation’s financial performance.
  • Oversee all accounting functions, including general ledger, asset register, depreciation schedules accounts payable, accounts receivable, and payroll.
  • Ensure accurate and timely preparation of financial statements and reports, adhering to relevant accounting standards and regulatory requirements.
  • Implement and manage robust internal controls to ensure compliance with financial policies and procedure and safeguard the Corporation’s financial assets.
  • Development and preparation of financial reporting models to comply with the acquittal processes required by government and other grant and funding bodies.
  • Liaise with external auditors and regulatory agencies as necessary to facilitate successful audits and compliance processes.
  • Identify, assess and manage all financial risks, including those related to liquidity, assets, funding, credit, and operational activities.

Qualifications and Experience:

  • Minimum Bachelor’s degree in Accounting, Finance or related field (Essential)
  • Certified Practicing Accountant (CPA) or Chartered Accountant (CA) (Essential).
  • Minimum 8 - 10 years of experience in senior accounting and finance role.
  • Minimum 5 years in a managerial, executive manager or chief financial officer role.
  • Demonstrated experience in a similar role leading an accounting and finance team.
  • Experience working with or within Aboriginal communities, preferably in a remote context (Desirable).
  • Strong working knowledge of financial principles and managing financial management frameworks, programs, and systems.
  • High level knowledge of financial management issues and challenges and the ability to manage change processes.
  • Practical application of financial management in an Aboriginal Corporation or Not-for-Profit environment (Desirable).
  • Proficiency in financial software and systems such as Xero, MYOB, SAP, etc.
  • Proven leadership and team management skills.
  • Excellent analytical and problem-solving abilities.
  • Strong communication and interpersonal skills.
  • Ability to manage multiple priorities and work under pressure..
  • Extensive experience in financial management.
  • Appreciation, sensitivity understanding and some knowledge of Aboriginal and/or Torres Strait Islander history, traditions, protocols and culture.
  • Current C-Class Driver’s License.
  • Possession of or ability to obtain a National Police Clearance and valid Working with Children’s Check.
