About the Role:

The Executive Manager, Assets & Operations provides executive management and oversight of Dambimangari Aboriginal Corporation’s (DAC) asset portfolio and operational functions, including both physical and digital assets.

The position will plan, manage and oversee the purchasing, construction and maintenance of office accommodation, staff housing, investment properties and remote on-country outstation infrastructure both new and existing at Yaloon, Coppermine, Silvergull and Freshwater Cove. The Executive Manager will develop and monitor asset acquisition, building, maintenance and investment strategies that streamlines operations, ensures compliance and upholds efficiency, cost-effectiveness and optimising resource utilisation for the Corporation.

With support of the position’s direct reports, The Executive Manager, Assets & Operations is responsible for DAC’s operational and building compliance and risk-management, operational budgets, management of existing and new leases, construction contracts, management of grant applications and funding sources, business case planning and the purchasing of property and assets.

About the Corporation:

Dambimangari Aboriginal Corporation (DAC) provides a unique opportunity to work closely with Aboriginal people in one of the most remote, spectacular regions of the Kimberley. DAC is a small Aboriginal Corporation dedicated to the benefit of our members, Dambimangari Traditional Owners. DAC is the governing body for all Dambimangari business on behalf of our members, and in line with traditional Law and Culture. We employ more than 30 staff, the vast majority of whom are Traditional Owners. The Corporation’s key functions include:

  • Managing Native Title including engaging with mining, tourism and other access and development proposals
  • Members’ Services like health and education
  • Land and sea management (Indigenous Protected Area, Ranger Program & Jointly Managed Marine Park including fire, ferals, weeds and marine patrols)
  • Cultural heritage management
  • Economic development
  • Visitor Management
  • Cultural programs
  • Remote infrastructure
  • Corporate Services including finance, administration & payroll

What We Are Looking For:

You will be an experienced Operations Manager, Asset Manager and/or Project Manager with brilliant operational, asset-management and risk-management skillsets. Ideally, you will also have a background in trades and exposure to the construction sector. You will be confident to take responsibility of and lead the Operations and Assets Management functions at the Corporation, including the opportunity to develop and grow your own internal support team. You will be comfortable working in a cross-cultural setting, keen to further develop your knowledge of Indigenous culture and excited to live in and explore the remote Kimberley region.

Duties will include:

  • Oversee the acquisition, tracking, maintenance and disposal of Corporation assets (e.g., equipment, property, inventory, vehicles, sea vessels).
  • Develop and implement asset lifecycle management processes to optimise usage, depreciation, and value retention.
  • Collaborate with Senior Management to assess operational maintenance needs and integrate them into asset management plans, ensuring timely identification and resolution of asset-related issues.
  • Oversee the establishment of guidelines for asset utilisation, maintenance schedules, and risk management strategies. Identify, assess and manage all financial risks, including those related to liquidity, assets, funding, credit, and operational activities.
  • Plan, oversee, and manage day-to-day operational functions to ensure smooth and efficient business processes.
  • Implement and monitor operational policies and procedures that improve productivity, reduce costs, and promote operational excellence.
  • Ensure compliance with industry regulations, health & safety guidelines, and Corporation standards.
  • Oversee consultation with Dambimangari Board and family groups to ensure strong community input into all phases of remote infrastructure and land use planning.
  • Develop and maintain partnerships with key stakeholders, government agencies and potential funding bodies.
  • Conceptualise and oversee special projects related to asset upgrades, new infrastructure development, or operational process improvement initiatives.
  • Oversee the development of detailed project plans, timelines and budgets for each location, including repairs, redevelopment and maintenance.
  • Produce regular reports on asset performance, operational efficiency, and key performance indicators (KPIs) for senior management and Board.
  • Monitor and assess risks related to asset and operational performance, recommending mitigating strategies.
  • Conduct performance evaluations and provide feedback, training, and development opportunities.
  • Manage the budgeting process for the Assets and Operations functions, ensuring adherence to financial goals and constraints.
  • Seek funding opportunities, initiate grant applications and develop partnerships to support the maintenance, repairs and redevelopment of current and future outstations.
  • Support communities and other Aboriginal Corporations to seek funding to support their independence and self-sufficiency.

Qualifications and Experience:

  • Relevant qualification in business administration, operations management, project management, supply chain management, construction and/or trades (essential).
  • Bachelor’s or Master’s degree in the above mentioned fields (desirable).
  • Minimum 8 - 10 years of experience in senior accounting and finance role.
  • 10+ years of experience in asset management, operations, project management or a similar role.
  • Experience managing operations in extremely remote settings.
  • Construction and trades experience (desirable).
  • Experience in asset management software, ERP systems, or operational management tools.
  • Experience managing complex projects and budgets.
  • Experience working with or within Aboriginal communities, preferably in a remote context.
  • Experience managing staff and consultants.
  • Knowledge of sustainability practices and asset lifecycle management strategies.
  • Understanding of regulatory compliance, health & safety, and risk management.
  • Ability to oversee the management of projects in a cross cultural and remote environment; including capacity to lead a team, set work priorities, solve problems, work creatively under pressure and meet deadlines.
  • Exceptional problem-solving, analytical, and decision-making abilities.
  • Excellent organisational and multitasking skills, with the ability to prioritise and manage competing demands.
  • Ability to develop and maintain relationships with a diverse range of stakeholders.
  • Demonstrated ability and interpersonal skills to work with Australian Indigenous people at a community and organisational level.
  • Willingness and ability to travel in the course of work, by air, land or sea and spend significant time away from home in remote, coastal Kimberley locations.
  • Current C-Class Driver’s License.
  • Possession of or ability to obtain a National Police Clearance and valid Working with Children’s Check.
