About the role:

The Regional Manager - Aged Care and Disability Services is responsible for overseeing the effective delivery, continuous improvement, and strategic expansion of all funded Aged Care and Disability programs, including those delivered by the East Arnhem Regional Council, Commonwealth Home Support Program (CHSP), Home Care Packages (HCP), and the National Disability Insurance Scheme (NDIS). The role ensures that programs meet operational, regulatory, and funding requirements while addressing the unique needs of remote Indigenous communities. The Regional Manager will also focus on driving innovation, enhancing service quality, and fostering collaborative relationships with stakeholders to ensure sustainable and culturally appropriate outcomes.

To be successful in this role, you will possess the following:

  • Demonstrated knowledge and understanding of the Australian Aged Care and Disability industries, including current Aged Care reforms and the National Disability Insurance Scheme (NDIS), with the ability to navigate and implement sector changes effectively.
  • Proven experience in managing and implementing Aged Care and Disability programs, including Commonwealth Home Support Programme (CHSP), Home Care Packages (HCP), National Aboriginal and Torres Strait Islander Flexible Aged Care Program (NATSIFAC), and NDIS services, particularly within remote Indigenous community contexts.
  • Advanced financial management skills, including the ability to prepare and manage budgets, interpret financial data, and oversee external funding and reporting requirements, ensuring compliance with all financial obligations.
  • Experience in building and maintaining effective relationships with key stakeholders, including government bodies, funding agencies, and community leaders, to advocate for program needs and secure resources.
  • Minimum Certificate III qualification in Aged Care and/or Disability Services, or other relevant tertiary qualifications applicable to the position.
  • Demonstrated experience in leading, supporting, mentoring, and building the capacity of staff to drive improvements in service delivery, particularly within remote or cross-cultural settings.
  • Highly developed oral, written, and interpersonal communication skills, with the ability to engage effectively with Indigenous and non-Indigenous people, liaise with diverse stakeholders, and constructively manage conflict in a professional manner.
  • Strong understanding of the issues impacting Indigenous communities in remote areas and the ability to work effectively in a cross-cultural environment, fostering mutual respect and collaboration.
  • A current C Class Drivers Licence, with the ability to drive manual transmission vehicles.

It would be desirable if you also possessed:

  • Previous experience living and/or working in a remote First Nations community within Australia.
  • Demonstrated high level of cross-cultural awareness to ensure effective participation in a cross-cultural workplace.
  • Awareness of issues affecting First Nations People in Australia.

All employment with EARC is subject to the successful completion of a Criminal History Check and the ability to obtain a Working with Children Clearance. Criminal history will not exclude an applicant unless it is relevant to the position. Employees working within EARC's Aged Care and Disability Services must also have, or be able to obtain and maintain, a current NDIS Worker Screening Clearance.

The preferred applicant must be prepared to travel and work for short periods in remote communities by various means, including boat and light aircraft.

What you'll get in return:

Full Time Permanent employment.

Level 10 - Salary $129,285 - $137,158 (excluding superannuation contributions and Locality Allowance) with annual wage increase opportunities built into our EBA.

You will also benefit from 6 weeks of Annual Leave with 17.5% leave loading.
