Policy Lead - Clean Energy Skills - Cambodia

EnergyLab Asia is an innovative not-for-profit focused on accelerating a fair, impactful transition to renewable energy in Southeast Asia. We were established in Cambodia in 2018 and have since expanded to Lao PDR. We deliver effective and collaborative policy events that engage a wide-range of stakeholders, we undertake strategic policy analysis, and we develop people and system-capacity to deliver the energy transition.

We are establishing a new program to ensure that Cambodia has the skills required to deliver the clean energy transition. This program will help ensure that Cambodians directly benefit from the transition through training opportunities and that new projects maximise the creation of well-paid, safe jobs. This is a vital component in a Just Transition and will be key in building the political momentum for accelerated clean energy action.

The successful candidate will lead this new program - undertaking analysis that will deliver a clear, robust understanding of the skills opportunities, designing an ambitious skills agenda to meet these needs and working with stakeholders across Cambodia to realise this agenda.

The successful candidate will also become a key member of our growing policy team - designing impactful programs, developing our approach to expanding our work across the region, supporting young Cambodians to contribute to energy policy and sharing our insights
across the region.

Key Responsibilities

  • Design, research and deliver a robust clean energy skills agenda for Cambodia. This will involve deep research into the skills requirements of the clean energy sector, analysis of current training programs and collaborative problem solving to deliver a system that maximises opportunities for Cambodia.
  • Analyse, review and communicate the steps other countries in the region are implementing to support clean energy skill development.
  • Work with government agencies, industry stakeholders, and development partners to deliver this ambitious agenda.
  • Develop policy briefs, reports, and presentations to communicate skills potential, policies and recommendations and findings to diverse audiences.
  • Play a key role in EnergyLab’s Policy team, helping develop new programs and expand our operations across Southeast Asia.
  • Represent EnergyLab in policy discussions, forums, and conferences, both locally and internationally.
  • Monitor and evaluate the impact of policy initiatives and adjust strategies as necessary.
  • Provide thought leadership and contribute to the public discourse on clean energy policy in Cambodia and across the region.

Required Qualifications and Attributes

  • Comprehensive understanding of the energy transition (including technical, economic, social and political elements) and a deep commitment to delivering the transition in a way that will deliver long-lasting benefits to Cambodia.
  • Demonstrated ability to work with a range of stakeholders (including Government, private sector and community organisations) to deliver impactful outcomes.
  • At least 5 to 10 years’ experience in energy policy, climate change policy, skills development or a related field.
  • Bachelor or Masters Degree (preferred) in a relevant discipline, which can include - but is not limited to - public policy, economics, engineering, environmental science, political science, journalism or a related field.
  • Outstanding written and verbal English communication skills, with the ability to present complex information clearly and persuasively.
  • Flexibility, optimism, drive and a focus on impact will all be vital attributes for a successful candidate.

Desirable Qualifications and Attributes

  • Knowledge of skills requirements for clean energy projects (such as solar power, energy - efficiency and electric vehicle manufacturing/maintenance) and training pathways to meet these needs.
  • Strong understanding of the clean energy landscape in the broader Southeast Asian region.
  • Experience designing energy programs or other development interventions.
  • Experience working in an international environment.
  • Knowledge of Khmer would be a particular advantage

Reporting

The Policy Lead will report to the Energy Policy Director. The Policy Lead will supervise one junior staff member and will require supervision of a number of consultants.

Location

The role is based in Phnom Penh, a vibrant city that is safe, social and accessible. Assistance will be provided to secure visas and work permits. We are a friendly, caring team that will help you find appropriate accommodation, delicious restaurants and build a comfortable life in the city. Education and medical insurance allowances can be negotiated as part of the package, and assistance will be provided in accessing appropriate schools and health services.
