The Fred Hollows Foundation is a secular non-profit public health organisation based in Australia, which was founded in 1992 by eminent eye surgeon Professor Fred Hollows. The Foundation focuses on strengthening eye health systems and the treatment and prevention of avoidable blindness caused by Cataract, Trachoma, Diabetic Retinopathy, and Refractive Error. The Foundation operates in more than 25 countries across The Pacific, South and Southeast Asia, and Africa. Over the past several years, The Foundation has begun to explore more intensely, how it can support improvements in quality of care particularly relating to cataract surgeries.

We are looking to hire a consultant to review the accuracy of the statement:

It is worth reiterating here that FHF does not deliver cataract surgeries, but rather advocates for change in policy and practice, and provides support to those more directly responsible for cataract care through the provision of technical and/or coordination support, and funding."

and suggest any refinements that should be made to better reflect FHF’s role. It should also examine different partnership arrangements across our portfolio of work and identify whether there are distinct archetypes / scenarios that are useful to define. The review should cross reference current practice, with best practice across INGOs.

Secondarily the review should focus on supporting FHF to specify more clearly its responsibilities and accountabilities with regard to the delivery of cataract surgeries, with reference to agreed role statements. In order to achieve this, it is expected that we will first need to define a set of guiding principles. These might include, for example, the principle of ‘do not harm’, or ‘locally led development’. These principles should be informed by what the literature suggests about INGO accountabilities in supporting, advising and funding roles based on lessons learned over the past several decades. They should also be shaped through FHF internal consultation to ensure alignment with values and practice principles associated with the 2024 to 2028 strategic plan.
