Overview

The Assembly’s objective is to promote the self-determination and empowerment of Traditional Owners and Aboriginal Victorians in the Treaty process, including by:

  • Acting as the First Peoples’ Representative Body to negotiate and agree Statewide Treaty and Interim Agreements,
  • Acting as the Aboriginal Representative Body to support Treaty negotiations (including administering the Self-Determination Fund),
  • Enabling Traditional Owners and Aboriginal Victorians to exercise sovereignty, the right to self-determination and other rights; including those contained in the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP)

Role function / Qualifications / Experience

General responsibilities & duties across the four roles

  • Support the integration of policy and research into the Assembly's priorities for Treaty-making.
  • Work within a highly skilled, multi-disciplinary team with expertise in the areas of legal, negotiation, policy analysis and research.
  • Establish and maintain trusted working relationships with Assembly Members, the Executive Leadership Team and staff to advance the Treaty process.
  • Support the implementation of the Assembly’s engagement strategy to strengthen collaborative partnerships and ensure that the voices and expertise of key Aboriginal community groups inform the Treaty process.
  • Provide strategic advice and support collaboration and information sharing across the Assembly’s structures and processes, including the work of Assembly Council, committees and representative forums.
  • Prepare briefs and papers to support the Assembly’s Treaty-making activities.

Skills, Competencies & Knowledge

  • Exceptional research and analytic skills with the ability to work with a range of stakeholders and recommend approaches to high-level policy issues.
  • An understanding of Government decision making processes.
  • Well-developed verbal and written communication skills, including the ability to adapt writing styles to a range of audiences.
  • Highly skilled in drafting policy briefs, guidance documents, submissions & research reports.
  • The ability to synthesise complex information and communicate it simply and effectively
  • Comprehensive knowledge of Victorian Aboriginal Communities and organisations.
  • Demonstrated skill and capacity to work effectively and with integrity in the context of a Victorian First Peoples’ Representative Body.

Experience & Qualifications

  • Demonstrated experience contributing to and/or leading complex policy and research projects.
  • Previous experience in the provision of strategic policy advice and guidance
  • Experienced in working with multiple stakeholders and indigenous community representatives to achieve strategic objectives

Job Type: Full-time

Salary range:

  • Senior Policy Officer - From $105,479 per annum (full-time equivalent) plus superannuation and salary packaging, based on experience.
  • Principal Policy Officer - From $129,379 per annum (full-time equivalent) plus superannuation and salary packaging, based on experience.
