About Us

The Palyku-Jartayi Aboriginal Corporation RNTBC (‘PJAC’) was incorporated in January 2020 under the Corporations (Aboriginal and Torres Strait Islander) Act 2006.

As the prescribed body corporate of the Palyku Native Title Holders, PJAC holds the Palyku people’s native title rights and interests in trust to:

  • Promote the management of the language, culture, and traditional practice of the Palyku people;
  • Ensure that the Palyku people’s culture and heritage is recorded, protected, and shared within the Palyku community;
  • Ensure compliance with the obligations of the Palyku people detailed within Native Title and Aboriginal Heritage Agreements;
  • Develop and implement a Strategic Plan for PJAC;
  • Promote Palyku community development programmes;
  • Foster business and employment opportunities and promote sustainability;
  • Promote in all Corporation endeavours the common good of Palyku people through equitable action and enterprise.

The Role

Reporting to the CEO of the corporation, the Business Development Manager will identify new opportunities for the corporation's growth and expansion, including the preparation of high-quality proposals for the Boards consideration and possible approval.

Responsibilities include:

Strategy & Leadership:

  • Support the development of PJAC through organic growth, business development and other Board approved strategies.
  • Endeavour to ensure that adequate finance is available for PJAC operations and develop strategies to encourage additional funding with new and existing partners, other stakeholders and government.
  • Assess the performance of PJAC against identified strategic KPIs.
  • Uphold the expectations set out in the PJAC Code of Conduct and other supporting Policies.
  • Participate in performance reviews

Finance:

  • Develop, procure, oversee and review operating budgets, business plans and capital expenditure programmes as they relate to PJAC Business Development, in collaboration with the CEO and Management Team.
  • Ensure that the highest standards of accountability and reliability are always met, by developing systems, policies, procedures and processes.
  • Support the Management team in ensuring that PJAC decisions are based on sound cost-benefit analysis.
  • Assess Business Development opportunities and support the assessment of other major capital expenditure items, providing the CEO with properly budgeted distribution and capital expenditure forecasts and analysis to support requests to the Board.

People:

  • Support a safe working and physical environment for all PJAC members, employees and other stakeholders.
  • Develop the capacity of PJAC employees by ensuring ongoing feedback in relation to work performance.
  • Manage disciplinary action as required and provide succession planning for key PJAC employees.

Executive Support :

  • Through the CEO, maintain an open line of communication with the Board, to provide appropriate awareness and oversight of Business Development matters. Support the CEO in the timely provision of relevant briefing papers to the Board.
  • Implementation of Board resolutions and instructions as they pertain to Business Development matters.
  • Engage with the Board approved consultation strategy that is developed by the CEO with the Palyku People to ensure that there is adequate communication about business opportunities, impacts to Palyku Country, events, and programs.

Agreements:

  • Manage the implementation of and compliance with all agreements, as they relate to the economic opportunities to be provided to the Palyku people, either through PJAC business or Member owned/operated enterprises.
  • Ensure that PJAC members are made aware of opportunities for economic development arising from our Agreements.

Advocacy:

  • Represent PJAC and its members’ interests with partners, stakeholders and the wider community including miners, explorers, prospectors, pastoralists, regional bodies, suppliers, financiers, and other communities.
  • Develop systems for supporting member businesses through (for example) letters of endorsement, capability statements, promotion at relevant

Cultural heritage and caring for country:

  • Ensure that business development systems, policies and procedures are aligned with the goal to ensure the Palyku People’s cultural heritage is protected and maintained.
  • Identify opportunities to develop and strengthen caring for country business opportunities, that demonstrate best practice.
  • Support a wider environment where Palyku lore, culture and custom is respected, valued and continued.

Business development and wealth creation:

  • Identify new business or wealth creation opportunities for PJAC as an entity and where appropriate, assist the facilitation of these opportunities to diversify the revenue streams of PJAC.
  • Develop and maintain policies regarding eligibility for endorsement or registration as a Palyku business, and maintain a register of those businesses for the purposes of communicating opportunities and promoting their products to proponents and other stakeholders.
  • Develop and maintain a strong understanding of the businesses owned/operated by PJAC members who have expressed their desire for PJAC support in growing their enterprises.
  • Develop and maintain strong working relationships with PJAC’s current and future stakeholders to further the opportunities for member businesses.

Employment, training and education:

  • Encourage, facilitate and enable the PJAC People to further their educational, training and employment aspirations through strategic investment and development of appropriate opportunities.
  • Develop recommendations for consideration by the Board for capacity building initiatives relevant to Palyku businesses and where instructed by the Board, implement those programs.

Selection Criteria

Essential:

  • A professional and commercially minded executive with a well-developed understanding of identifying, developing and implementing plans to expand business opportunities, particularly in the context of Aboriginal-owned and led businesses in Western Australia
  • An understanding of and previous experience working with indigenous communities, preferably within the Pilbara region. 
  • Maintains and builds relationships and trust effortlessly.
  • Team player, honest, and values integrity.
  • Exceptional focus, time management and attention to detail.
  • Degree in Business, Marketing, Engineering, or a related field or equivalent experience.
  • Excellent communication, negotiation, and presentation skills.
  • Strategic thinker with strong analytical and problem-solving skills.
  • Self-motivated, results-oriented, and able to work independently as well as part of a team.
  • Proficiency in Microsoft Office Suite and CRM software.

Desirable:

  • Adept negotiation skills, an understanding of business capacity building at various stages of the life cycle, and a commitment to high performance is the ideal skillset, in addition to someone who will bring fresh perspectives and strategies to propel the organisation forward.

Remuneration and requirements

This full-time role requires travel to the Pilbara from time to time. The salary is negotiable based on experience up to $150,000 pa plus statutory superannuation and salary sacrifice options.
