Tjiwarl (Aboriginal Corporation) RNTBC (Tjiwarl AC) is a purpose-driven, not-for-profit organisation. It aims to deliver long-term, positive outcomes for Aboriginal people that are members of the Corporation. Priorities include health, education, employment and training, small business development, land management, law and culture, and protecting native title.

The Role

The primary objectives of this position are to:

  • Support the Heritage Manager to ensure heritage activities including surveys and related meetings are planned, implemented, and completed in a professional and timely manner that meets the obligations of agreements, legislation, and satisfaction of Tjiwarl Native Title Holders.
  • Be the central conduit to communicating heritage requirements and upcoming projects to members of the Tjiwarl cultural advisory committee, Parna (Country) Committee; and
  • Liaise with members of the ICAC to confirm the correct people to attend all heritage works, inclusive of proposed/planned surveys, monitoring, and site visits.

The Duties:

Duties and responsibilities include, but are not limited to:

CULTURE AND HERITAGE

In facilitating heritage surveys:

  • Do required mapping or ensure that companies provide required spatial data, mapping and GPS points for surveys.
  • Ensure all work program information and Scope of Works is received in accordance with agreements.
  • Assist with Heritage Approval Requests for all survey and monitoring activities.
  • Liaise with the Parna Committee in relation to the area of Country that surveys are on and who are right people for surveys.
  • Consult with Anthropologists and Archaeologists for survey related matters.
  •  Contact all nominated participants and assist with the arrangements for the logistics around heritage surveys.
  • Liaise with the accounts team to ensure estimates and quotes are prepared and issued for all proposed surveys.
  • Following surveys, support the Cultural Heritage Manager to ensure that heritage survey reports are received and comply with agreements.
  • Assist with mobilisation arrangements for TJIWARL staff and project activity representatives, including meal, accommodation and travel allowances, reimbursements, booking flights, car hire and facilitate the payment of invoices.
  • Ensure health and safety procedures are followed during survey activities. 
  • General dealing with issues that arise during and after surveys.
  • Be available for periodic travel to the Goldfields region to attend surveys, meetings, and events, as required.
  •  Maintain electronic register of surveys (Spatial Data and Heritage Reports etc.).
  • Support logistic arrangements for TJIWARL project activities and meetings.
  • Facilitate timely payments to survey participants through accounting provider/internal bookkeeper.

PLANNING & POLICY

  • Advise and contribute to monitoring and evaluation reports.
  • Contribute to development and implementation of a strategic plan for caring for Country and maintaining connection to Country.
  • Regular travel on-Country.

ADMINISTRATIVE AND MEETING TASKS

  • Supporting heritage and general project administrative duties as directed by the Project Line Manager or CEO.
  • Attend heritage meetings and other meetings to represent TJIWARL or CEO when required.
  • Adhere to compliance procedures.
  • Periodic travel to the Perth and/or Goldfield’s region to attend meetings as required.

INTERNAL & EXTERNAL COMMUNICATIONS

  • Advise on Culture and Heritage with the development and implementation of TJIWARL’s communications strategy.
  • Be the central conduit to communicating heritage requirements and upcoming projects to members of the Parna Committee.
  • Support the planning and Executive Office of TJIWARL events as required; and
  • Other duties as required by the Cultural Heritage Manager or CEO.

Selection Criteria

Essential:

  • Be approved by Elders and the Board as an appropriate Heritage Project Advisor.
  • Have a good level of Culture and Heritage knowledge of TJIWARL Country
  • Have some knowledge of Native Title.
  • Sound Knowledge of the amended Aboriginal Heritage Act 1972 and how to apply cultural heritage legislation.
  • High level interpersonal skills with the ability to establish and maintain positive and productive relationships with major partners and stakeholders.
  • Cultural competence, particularly with Aboriginal people.
  • Ability to use administration systems to coordinate survey and meeting logistics.
  • Proven experience in project coordination or a similar role. 
  • High level organisational skills and ability to consistently follow-through on tasks.
  • Ability to work independently and take initiative.
  • Be available to work in Leinster and within the Tjiwarl Native Title area and travel to Perth/Goldfields for meetings when needed.
  • Comply with governance and administrative requirements of the role and corporation.
  • Regular travel on Country.

Desirable:

  • Tertiary qualifications in Archaeology or Anthropology (or related field).
  • Experience working with Aboriginal organisations and people.
  • Administrative skills –e.g. excel, word, phone systems, MS Teams.
  • Understanding of ArcGIS, GPS, and Heritage Data Information Systems.

Licenses & Accreditations 

  • Cleared National Police Check 
  • Drivers’ License (C Class)

A competitive salary will be negotiated based on skills and experience. The role is based in Kewdale, with occasional overnight travel to the northern Goldfields.
