The Senior Social and Emotional Wellbeing Manager at Katungul Aboriginal Corporation Regional Health and Community Services (Katungul) is a leadership role responsible for providing expert oversight and direction in the areas of Social Emotional Wellbeing program and services, including Alcohol and Drugs, Community Service programs, community mental health programs, Domestic Violence, Case management and coordination, community engagement and events management functions within Katungul.

This role plays a critical role in ensuring Katungul's effective holistic case management and services to improve social and emotional wellbeing outcomes founded on evidence based best practices, traditional knowledge, community engagement and a Kinship approach to co-design and service outputs.

The role ensures that the Katungul operates effective case management, referral pathways, triage, advocacy and wrap around support for client with complex needs and crisis support. This involves developing Annual Work Plans and Business Plan to support the Katungul’s Strategic Plan and compliance with Funding Agreement outcomes and objectives support by research and community practice. This role supports the clinical services of Katungul to bridge service gaps and improve health literacy and uptake of services for integrated health care outcomes for clients including event activities to improve access, education and resources.

By providing lead Case Management and Social and Emotional Wellbeing activities and projects, the Senior Social and Emotional Wellbeing Manager contributes to the overall success of Katungul in delivering high-quality health and community services to Aboriginal and Torres Strait Islander communities.

Strategic management

  • Develop strategic / business plans to meet the objectives of Katungul.
  • Develop Annual Workplans for teams and reporting templates to manage and monitor performance.
  • Ensure all programs are delivered to meet funded targets and that all reporting requirements are completed.
  • Represent Katungul in negotiations, with relevant funding bodies.
  • In consultation with the Senior Management team, prepare funding submissions for new services and programs.
  • Assist with the development and implementation of policies, procedures, standards, and practices.

Financial Management

  • In conjunction with Senior Management develop and oversee program service budgets and plans.
  • Analyse, manage and report against approved budgets.
  • Approve purchases in accordance with program budgets.

Program Management

  • Ensure Katungul is appropriately staffed and equipped to provide high quality Social and Emotional Wellbeing services.
  • Ensure integrity of case management systems, data collection and processes
  • Initiate and coordinate service and program development.
  • Negotiate as appropriate the provision of services by external professionals.
  • Monitor and review service performance regularly and provide training and support for staff and teams.
  • Report to the Chief Operating Officer performance of programs and teams and contribute to Board and governance reports.

Records Management

  • Ensure adequate and appropriate client and other records are maintained
  • Ensure all staff are effectively trained in management of client records using a computer-based records system.
  • Develop and implement new systems and processes to improve records management and contribute to continuous improvement.

Quality Improvement

  • Ensure staff maintain continuous quality services, which are responsive to community needs.
  • Encourage staff to report any quality improvement issues.
  • Implement measures, policies and procedures which meet accreditation and risk assessment requirements.
  • Respond appropriately to all quality improvement issues raised by management and staff or identified through other monitoring mechanisms.
  • Participate in external review requirements such as accreditation and risk management to enhance continuous quality improvement.

Maintain Internal and external relationships.

  • Develop, organise and lead community consultations on service development, planning and service updates.
  • Convene regular organisational Staff Meetings to ensure all program staff are informed.
  • Develop strong working relationships with funding bodies and other service providers.
  • Attend and represent Katungul at external forums as required and in accordance with the overall mission and objectives of the organisation at external forums
  • Liaise with community to develop and lead community engagement activities and development of cultural programs tailored to community needs
  • Liaison for crisis support for Katungul clients and work across service arms of Katungul for holistic case management outcomes
  • Provide monthly written reports to CEO summarising Social Emotional Wellbeing performance against Key Performance Indicators.

Qualifications & Experience

  • Minimum bachelor’s degree in social science qualifications and/or similar; in conjunction with 3-5-year experience in leading teams and community-based projects.
  • Connection with and/or significant understanding of Aboriginal health and social and wellbeing issues faced by Aboriginal people of the far south coast communities.
  • Demonstrated experience in program development, risk management, case management and coordination and program implementation with Aboriginal communities within the healthcare or community services sector.
  • Proven track record in providing strategic leadership and direction in service and program development.
  • Sound knowledge of governance principles, Aboriginal Health reforms and frameworks and demonstrated experience in supporting Aboriginal health and wellbeing outcomes to clients.
  • Experience in developing and implementing policies, procedures, and project plans to ensure effective and efficient program outcomes are achieved.
  • Proven ability to manage multiple projects and priorities, meet deadlines, and deliver high-quality results.
  • Familiarity with Aboriginal and Torres Strait Islander health services and cultural sensitivity.
  • Experience working with Indigenous communities and stakeholders.
  • Project Management experience, including budget and KPI reporting against Funding Agreements.

Skills & competencies

  • Excellent leadership and people management skills, with the ability to influence and drive organisational change.
  • Strong understanding of governance principles and practices, with the ability to provide strategic guidance and support to senior leaders and the Board of Directors.
  • Exceptional knowledge of risk management in client management setting and the ability to identify, assess, and mitigate risks across service functions and agencies.
  • Demonstrated experience developing partnerships with key services to improve and contribute to effective referral pathways
  • Thorough understanding of compliance requirements and the ability to ensure organisational adherence to legal, regulatory, and contractual obligations.
  • Proactive and results-oriented mindset, with a commitment to continuous improvement and achieving organisational objectives.
  • Financial management experience managing multimillion dollar budgets in accordance with Funding Agreements and Program Guidelines.
  • Knowledge of health funding, programs and services to identify service needs and requirements of service to improve health outcomes of Aboriginal community.
  • Demonstrated ability to work in a culturally diverse environment and foster inclusivity and lead community engagement activities.
  • Provide senior advice and support on Aboriginal social wellbeing activities, initiatives and services, including mentoring and coaching internal Aboriginal workforce development activities.

  • Multisite travel and or overnight stays may be required for work to fulfil the requirements of the role and represent the organisation on a range of platforms.

We are offering a competitive salary of $130k + Super + Salary sacrificing on top of base salary and company pool vehicle.
