Palestine Australia Relief and Action (PARA) is a dynamic and rapidly growing national organisation, founded and led by Australian Palestinians, dedicated to supporting Palestinian refugees as they rebuild their lives in Australia. Our mission is to help Palestinians in Australia to achieve their full potential, free from the barriers created by conflict and displacement.

PARA has been 100% volunteer led and run to date. In just ten months, PARA has developed a responsive service model, providing essential settlement services, including temporary housing, food, clothing, and support to access relevant government and social services, including schooling. PARA works in collaboration with other NFP organisations and settlement services through referrals and partnerships. With a dedicated volunteer base of 120 people, PARA has successfully assisted 950 individuals to date delivering high-impact support in challenging circumstances.

PARA is at the stage where documentation and implementation of systems, processes and procedures is urgently needed. The initial focus of this role will be to streamline and align the services offered to ensure we are working to a best practice service model. Initial work has commenced, and PARA now seeks an experienced Program Manager to lead the development of this next stage of our work, to ensure we are meeting community, contractual and organisational obligations and expectations. Key deliverables in the initial phase of the role focus on development, documentation and implementation of systems, processes and procedures, and representing PARA as appropriate. The role will evolve to include increased management, oversight and innovation as we continue to develop.

  • Award Level: SCHADS 6-7 (subject to experience), full time.
  • Reports to: PARA CEO, Board
  • Direct Reports: 0-5
  • Terms: Initial one year contract including 3-month probation period with potential for extension.

Responsibilities

1. Program Development, Documentation and Implementation

  • Finalise and Implement Service Delivery Model.
  • Develop and Implement Monitoring and Evaluation Framework
  • Develop Role Descriptions and Delegations

2. Operational Management

  • Refine and maintain PARA’s detailed risk matrix.
  • Develop Operations Manual and Practice Guide for all staff.
  • Develop and implement a Performance Monitoring Framework

3. Leadership and Development

  • Work collaboratively with the CEO, Board, peers and volunteers
  • Provide guidance and leadership to direct report volunteers and professional staff
  • Work with CEO and HR to recruit and onboard new staff and volunteers
  • Facilitate ongoing engagement, consultation, and collaboration with key staff and partners

4. Project and Grant Management

  • Lead the project management of grant-funded initiatives
  • Oversee the development and implementation of formal agreements with partners

Selection Criteria

  • Demonstrated ability to treat people with dignity and respect in cross- cultural settings.
  • Demonstrated leadership skills that inspire trust and collaboration, and maintain safety of clients and staff.
  • Experience in developing and implementing systems, processes and procedures in refugee resettlement services.
  • Demonstrated ability to work autonomously in a dynamic environment.
  • Experience managing and reporting on government-funded grant programs.
  • A bachelor’s degree or equivalent experience in social work, program management, business management or related fields.
  • At least 5 years’ experience in refugee resettlement services, or similar environment.
  • Proficiency with commonly used computer programs, including Microsoft Suite and other project management software.
