About the organisation

The Northern Land Council (NLC) is an independent statutory authority of the Commonwealth. The NLC is established under the Aboriginal Land Rights Act (NT) 1976 and its purpose is to serve it’s constituents who are Traditional Owners (TOs) and other Aboriginal people living in their catchment region. NLC conduct business in a culturally appropriate, respectful and safe way given our TO centric delivery model.

The NLC celebrated its 50th Anniversary last year and are preparing to meet the opportunities of the post-land claims era. The NLC is set for transforming with a future focus on activating land rights and interests in land and sea country. Activating land and sea rights means realising NLC’s vision and is reflected on the Strategic Plan.

About the role

The Chief Executive Officer works under broad direction of the Executive/Full Council of the Northern Land Council. This position is accountable for driving, promoting and protecting the Northern Land Council’s (NLC’s) commitment to serve the Traditional Owners (TO’s) within the NLC’s jurisdiction, through effective and culturally responsible leadership balancing and driving a TO centric model for our constituents and people centred model for our staff. This position is responsible for ensuring statutory compliance with all relevant Legislation effecting the operations of the NLC, in particular, the functions and responsibilities of the NLC as primarily set out in the Aboriginal Land Rights (NT) Act 1976 and the Native Title Act 1993.

The role will require extensive travel to NLC’s 7 Regions for the purpose of Council meetings and driving our Traditional Owner central model (approximately 26 weeks of the year). A current C Class Drivers Licence and the ability and willingness to undertake remote travel in a manual 4WD vehicle or light aircraft will be required.

About you

You will be a people centred leader with a broad skillset across Service Delivery, People Management, Strategy, Stakeholder Engagement, and Work Health and Safety. With a high level of influence, you will lead NLC to move the Council’s policy agenda forward and will develop and maintain the confidence of TO’s and government stakeholders. You will have a thorough knowledge of Aboriginal Lands Rights within the NT and be capable of providing strategic leadership and managing the delivery of complex projects, programs and services.

Key Selection Criteria

  • Demonstrated understanding of, and interest in, the lived experiences of Aboriginal people in the Northern Land Council region.
  • Extensive experience at an executive level with demonstrated experience of providing strong leadership and working closely with key stakeholders and senior staff in a complex and diverse organisation.
  • Strong business acumen with significant experience and knowledge of financial personnel, legal and other business-related governance and ability to provide high level advice to the Chair and Council on risk and organisational continuity.
  • A solid working knowledge of the Aboriginal Land Rights (NT) Act 1976 and the Native Title Act 1993 and other legislation which affects the land rights of Aboriginal people in the NT.
  • Degree level qualifications in a relevant discipline and/or equivalent experience.
