About South Eastern Melbourne PHN (SEMPHN)

SEMPHN is a leader, facilitator and influencer towards the shared goal of better primary health care. We are one of six Primary Health Networks (PHNs) in Victoria, and 31 PHNs across Australia, with around 1.5million residents in our catchment.

Reporting to an independent Board, we are funded primarily by the Australian Government to help people in south east Melbourne get the health care they need, when and where they need it.

We do this by:

  • Commissioning out-of-hospital services, locally.
  • Partnering to make quality care more accessible and integrated, and easier to navigate – especially for people who need it most.
  • Helping primary health care professionals to deliver the best care possible – now, and into the future.

About the Data, Evidence and Impact Services Directorate (DEIS)

The Data, Evidence, and Impact Services Directorate (DEIS) leads the curation, analysis and translation of data to answer important questions about the health care needs of our catchment, so that health services can be delivered to the right people, when and where they need it. DEIS maintains, or has direct access to, a large variety of datasets, including data from general practice, hospital data and outcome data from programs already commissioned by SEMPHN. These data are used to inform population health planning, system integration and service commissioning.

Job Summary

The Population Health Analyst role will have a key focus on supporting population and regional planning projects to better understand the health needs and service gaps of south east Melbourne’s 1.6 million residents.

This will involve leading the design and delivery of health needs assessments and associated activities (e.g. analytics, market analysis, write up) focused on SEMPHN’s key health priority areas for improved organisational decision-making in commissioning and capacity building.

The role has a particular focus on:

Undertaking statistical modelling to support evidence-based program development and decision-making.

Triangulating data and presenting findings in written and visual formats building and maintaining strong relationships with internal and external stakeholders to understand their data needs.

Key Responsibilities

Collate, identify, interpret, analyse and prepare population-based and epidemiological data to identify health trends and service gaps to inform regional population needs assessment, local priority setting, population health planning, service improvement initiatives, commissioning and capacity building activities.

As required, undertake data collection, collation and analysis for program/service evaluation and research, including the innovative use of GP practice-level data for population health planning and service improvement initiatives.

Provide high- level advice on all matters related to population health analysis and reporting of health data, including the impact of government policy change.

Monitor new releases of key health data collections to ensure timely dissemination of information.

Develop processes to automate routine tasks, such as data cleaning, preparation, and analytics.

Prepare written reports, articles and oral presentations as required.

Communicate complex population health information persuasively to decision-makers, including SEMPHN staff, the Executive, the Clinical and Community Council, regional health service planning partnerships.

Responding to specific and ad hoc data requests from internal/external stakeholders.

Key Selection Criteria

Qualifications

  • Tertiary qualifications in public health, epidemiology, health sciences, data analytics, biostatistics, or similar discipline, and/or significant relevant work experience in these fields is required.

Experience

  • Experience working in the primary health care and/or public health sectors in a similar role.
  • Proven experience in curation, analysis, and interpretation of service use and health data.
  • Demonstrated experience in coordination of data analysis for population health and health services planning in collaboration with internal and external stakeholders.

Knowledge

  • Demonstrated knowledge in research and statistical methodologies to gain insights into trends in health needs, service supply and utilisation.
  • Knowledge of the social determinants of health and population health data.
  • Knowledge of market analysis would be advantageous.

Skills

  • Highly developed interpersonal skills
  • Proven track record in fostering collaboration within and across teams which set teams up for success.
  • Highly-developed organisational and time management skills, including ability to effectively prioritise workload, manage competing
  • priorities and expectations, so as to deliver high quality outcomes within agreed timeframes.
  • Demonstrated skills in computer programs for data management and analysis (e.g. R software, Python, or SAS)
  • Demonstrated skills in visualisation/reporting tools (e.g. Power BI).
  • Highly developed written and verbal communication skills with strong track record in writing reports, project briefs and ability to effectively convey technical concepts to technical and non-technical audiences and stakeholder groups.
  • Demonstrated ability to work autonomously and in teams, including cross-portfolio teams and external groups.
  • High level critical thinking and analytic skills with exceptional attention to detail and accuracy.
