The Royal Australasian College of Surgeons (RACS) is the leading advocate for surgical standards, professionalism and surgical education in Australia and New Zealand. RACS supports the ongoing development, maintenance of expertise and lifelong learning that accompanies the surgical practice of more than 7,000 surgeons and 1,300 surgical trainees and International Medical Graduates.
The College's Global Health Department functions as a DFAT-accredited Australian NGO with programs across the Indo-Pacific Region. RACS Global Health plans, designs, implements and manages global health focused programs which provide specialist medical education, clinical training, mentoring, and direct clinical support to 13 countries in the region.
The Samoa Disability Program (SDP), now completed, was a disability focused program funded by DFAT under the Development for All Strategy. The Samoan Disability Partnership Program (SDPP) supported the Government of Samoa's implementation of disability-inclusive policies, plans, and programs that remove barriers for people with disabilities. A component of the second phase of the SDPP, the Samoa Hearing Program, has been implemented by RACS with local government and civil society partners since 2020.
The purpose of the evaluation is to independently assess the implementation, impact and influence of the Samoa Hearing Program. Guided by the key evaluation questions, the evaluation will examine the extent to which the program succeeded in achieving its intended, overarching outcomes, as well as individual stream outcomes.
The Consultant will report to the RACS Acting General Manager, Global Health and RACS Global Health Senior Program Advisor, who will be the key contact points for all evaluation activities, as well as provide strategic guidance in consultation with the relevant internal stakeholders.
