The West Daly Regional Council covers 14,000 square kilometres and is located about 300 to 420 kilometres south-west of Darwin. The area is mainly rural, with three Indigenous communities at Peppimenarti, Nganmarriyanga and Wadeye which are managed by West Daly Regional Council (Council). Position Summary:
The Management Accountant will assist the Finance Manager in leading and managing the team's operational direction to meet community expectations, deliver organisational key performance indicators, and maintain financial accountability in line with the Councils Strategic and Regional Plan.
The role will foster and support a culture of continuous improvement with a key focus on developing the accountabilities, skills, agility and capabilities of staff, whilst creating and sustaining a dynamic team that safeguards the financial integrity of Council.
The key duties of this role include but are not limited to:
- Participate as a member of the Finance Team, and promote cooperation, collaboration, coordination, and the sharing of information between teams and departments in pursuit of the Councils outcomes.
- Assist in the development of divisional budgets, financial and activity, estimates of revenue and expenditure, within the framework of respective budget exercises and council policy direction.
- Supervise staff on the position context and responsibilities and ensure staff are knowledgeable about key performance requirements.
- Work collaboratively with internal stakeholders to understand their needs and requirements to ensure they receive the required assistance, support, and information.
- Assist Council’s grant management and reporting obligations in accordance with Australian Accounting Standards and applicable legislation.
- Assist in preparing high quality and informed Council Reports including the Annual Financial Statements, in accordance with Australian Accounting standards and applicable legislation within statutory timeframes.
- Supervise and oversee the daily functions of Payroll, Accounts Payable and Accounts Receivables reconciliations this includes dealing with Council stakeholders and ensuring effective resolution and outcomes.
- Finance related duties to support processes, and daily operations of the team, including management of rates, fixed assets, budgets, and other end of month / end of year tasks.
- Maintain Councils “in use” financial accounting systems to ensure effective operation and functionality, reporting and controls.
- Provide recommendations to support continuous improvement of financial business systems and processes.
- Assist in developing and preparing dashboards to meet individual business unit needs, and to enable them to independently use relevant reporting tools.
- Provide effective communications that foster positive relationships at all levels across the community, external stakeholders and WDRC personnel.
- Liaise with People and Culture regarding recruitment, manage Finance Officer, conduct performance management of them etc.
- Other duties commensurate with skills and experience, as directed by the Finance Manager and the Executive Director Corporate Services.
About You
To be successful in the role, you must have:
- Proven experience working in a financial management environment with attention to detail in developing budgets and reporting on financial performance.
- High level analytical skills, ability to extract and interrogate financial data to analyse variance to budgets and identify the drivers of that variance to strengthen internal control and compliance.
- Bachelor’s degree or Master’s qualifications in accounting, with professional qualifications as a CPA or CA preferred.
- Advanced IT skills, and other tools including advanced Excel.
- Excellent written and verbal communication skills.
- High levels of diplomacy and experience in change management.
- Ability to manage and deliver work at the required quality within agreed timeframes.
- National Criminal History clearance.
- Current Working with Children (Ochre Card).
