Scope of position:

Western Sydney Community Centre delivers several emergency relief services to help people address and meet basic living needs in times of crisis. These services aim to alleviate financial hardship and distress for vulnerable people in the community who typically have low or no income.

The Emergency relief officer (ERO) is to coordinate all material aid and emergency relief programs at the centre, and to also provide support and assistance to existing staff positions. The ERO will be responsible for Energy Accounts Payment System (EAPA) schemes and is responsible for operations of WSCC Fresh Food Panty. Your position will also include taking on the responsibility as an acting community development worker that aims to build a community hub which provides access to information, resources and services that are accessible to all members of the community. The ERO works to develop projects, skills, capacity building and activities centred around TEI that addresses and identifies the needs of the community and works with other organisations to develop sustainable collaborative partnerships.

Objectives:

The Emergency Relief Officer must fully comply with achieving the following objectives

  • To help people address immediate basic needs in times of financial crises, assessing clients for Emergency Relief, EAPA & Food Vouchers
  • Train Students to provide EAPA support
  • Complete management of the Fresh Food Pantry.
  • Facilitate Information flow between the community, staff, service providers and government on issues impacting local communities.
  • To work collaboratively with Family Support Worker, Multicultural age worker and Community Development worker to establish and resource the centre in a culturally, religiously sensitive and appropriate manner
  • Liaise with other organisations to provide food support and relief to communities in need
  • Develop initiatives to empower local community groups
  • Work Closely with all other Staff, Volunteers and Projects
  • Network and collaborate with existing organisations to deliver timely, effective and integrated services to the Community.

Duties:

  • Purchasing, ordering, Stocking, and picking up of all food products from Food Bank, and other local suppliers.
  • Food preparation and packaging of fresh fruit and vegetables into the fridges.
  • Promoting and running the WSCC Fresh Food program
  • Facilitate the material aid program and ensure compliance with the EAPA guidelines
  • Collect and record data and information for all material Aid for the purpose of accountability, evaluation and reporting requirements.
  • Evaluate and assist people in financial crises in the form of material or financial aid. This may include food hampers, food vouchers, utility bills and/or refer clients to other sources of support and assistance such as counselling, mental health, addiction houses.
  • Complete reporting via the Online portal
  • Maintain Petty Cash registrar and account for all Petty cash expenses
  • Identify and recruit appropriate volunteers
  • Identify the needs, issues and aspirations of culturally and linguistically diverse (CALD) communities with particular focus on Arabic speaking communities in the Auburn Local Government area (LGA)
  • Plan and conduct consultations about budgeting, financial management
  • Empower participants to build financial Capability and financial resilience
  • Facilitate and assist development through partnerships to develop viable project plans for new activities, programs and events. Initiatives for people from Culturally and Linguistically Diverse Background (CALD), Aboriginal and Torres Strait Islanders, older persons, people with disabilities, young people, families and children.
  • Assist the coordination of community Events, Seminars and activities
  • Build and maintain strong networks, service delivery partnerships, including for the delivery of group activities, and effective referral pathways.
  • Work co-operatively with other team members on community development initiatives and projects all year round
  • To work in partnership with the local community to support neighbourhood and family networks, to facilitate local participation and access to facilities and services
  • Adhere to privacy and confidentiality policies as outlined in the WSCC Operations Manual.
  • Promote and maintain safe work practices in accordance with WSCC OH&S policies as outlined in the WSCC Operations (Policy and Procedures 2016) Manual.
  • Ensure accountability and continuous quality improvement by providing quarterly reports to the CEO as required in Policy and Procedures.
  • Attend and participate in all team meetings, staff development and supervision
  • Attend and participate in all agency’s planning, evaluation and AGM’s
  • Any other duties relevant to the position as delegated by the CEO, such as accessing supervision, attendance at meetings, events and workshops and supporting and training volunteers.

Selection Criteria:

Essentials: Applicants should be able to demonstrate their experience and knowledge with regard to the following selection criteria:

  • Tertiary qualifications in Community Services, Social Work ,Health or related areas (Diploma as minimum requirement)
  • Demonstrated community sector experience
  • Demonstrated project management and event experience, including budget management and the management of casual staff and volunteers.
  • Highly developed communication and interpersonal skills including the ability to negotiate and advocate on behalf the community
  • Advanced analytical and evaluation skills.
  • A sound knowledge & understanding of the issues affecting individuals and the community of Non English Speaking Backgrounds
  • Proven ability to follow a work plan and achieve objectives.
  • Food processing and food safety certification
  • Fluency in English & Arabic
  • Current state/territory Australian driver’s license and willingness to use private vehicle if required.

Desirables:

  • Experience working with community and people from culturally and linguistically diverse (CALD) background, Indigenous, low socio-economic, young parents, and socially or geographically isolated families
  • Understanding of government and non-government organisations within the local area, including access to services for families.
  • Computer literacy skills, which include data entry, word and Excel
  • Experience in food handling, processing, and food safety.
  • Understanding of community development principles

Occupational Health and Safety:

  • Actively participate in the identification, reduction and resolution of potential hazards, issues and safe practices within the workplace.
  • Actively promote safety and safe work practices to all clients, staff, visitors and Management

Police Check and Working with Children Checks:

All employees of WSCC are required to consent to a national police check or child protection screening being undertaken in line with the corresponding State requirement.
