Purpose of the consultancy

We are looking for a consultant or consultants to conduct a final project evaluation of the Plan International Water for Women project in Solomon Islands and PNG and the PNG WASH Consortium project in PNG (PNG projects combined). The purpose of the evaluations is to assess the outcomes and impacts of these projects and to make recommendations for Plan International’s future water, sanitation and hygiene work in Solomon Islands and PNG.

Expected deliverables

  • Literature review and study design including draft methodology and schedule for evaluations
  • in-country review of Project achievements and facilitation of staff, partner and stakeholder reflections
  • Draft and final evaluation reports
  • Knowledge and learning products - short summary documents capturing lessons learned on key Water for Women Fund learning themes
  • Skills and experience
  • 5+ years of evaluation experience, preferably in international development
  • Demonstrated experience in monitoring and evaluation, preferably of WASH programs
  • Demonstrated understanding/knowledge of good practice in the WASH sector
  • Demonstrated knowledge of the PNG and Solomon Islands WASH context
  • Demonstrated understanding/knowledge of good GESI practices
  • Strong written and verbal communication and analysis skills
  • Excellent qualitative data analysis skills and ability to triangulate qualitative and quantitative data sources
  • Skilled in delivering clear and succinct evaluation reports and presenting data in visually interesting ways.
