ORGANISATIONAL AND PROGRAM BACKGROUND

In 2020, the Ministry of Health, Government of Timor Leste, endorsed the National Eye Health Strategic Plan 2021-2050 (NEHSP). The NEHSP is a high-level document which builds on progress made to date in strengthening eye care within the broader health system and sets out a vision and strategic direction to eliminate avoidable moderate visual impairment or worse by 2050.

In partnership with the Timor Leste Ministry of Health, National Eye Unit-Non Communicable Diseases Division (MoH-NCD) and National Eye Centre, Hospital National Guido Valadares (NEC), Royal Australasian College of Surgeons (RACS) Global Health are seeking a consultant to lead the development and drafting of a 5-year action plan to drive planning, budgeting, implementation and monitoring of the NEHSP, specifically focusing on the next 5 years (2026-2030).

OBJECTIVE

The consultant will be responsible for drafting of a 5-year plan that should include key activities, responsible stakeholders, budget requirements, clear targets and indicators for monitoring and evaluating progress. The plan will be developed in conjunction with data collected by in-country partners such as RACS and Fred Hollows Foundation.

About the CONSULTANCY

The Consultant will report to the RACS Global Health Senior Program Advisor, RACS Timor-Leste Program Interim Country Manager and Fred Hollows Foundation Technical Advisor, who will be the key contact points for all evaluation activities, as well as the provision of strategic guidance in consultation with the relevant internal stakeholders.

The key deliverables are:

  • Conduct a rapid review of eye care programming since 2021 - conduct a rapid review of eye care programs/progress against the NEHSP since 2021. This should focus on key achievements, key challenges/areas for action and opportunities/recommended priority actions for the next 5 years.
  • Convene and facilitate a planning workshop - convene and facilitate a planning workshop in Dili, Timor-Leste, with key stakeholders involved in eye health programs at the national and sub-national levels to discuss and agree on priority actions for inclusion in the 5-year plan, which can inform drafting of the plan.
  • Drafting of the 5-year plan - lead and convene a drafting process for the 5-year plan, working with a small National Technical team compromising of leading Ophthalmologists, Eye Care Technicians, Eye Care Nurses, representatives from the MoH and NGO representatives.

REQUIRED QUALIFICATIONS

  • Demonstrated experience and high levels of technical expertise in leading strategic planning processes, preferably at a governmental level and specifically in the health sector.
  • Excellent and proven analytical skills.
  • Excellent organisational and written and spoken communication skills in English.
  • Experience in convening multi-stakeholder working groups in participatory decision-making processes.
  • Ability to work to a strict timeline for deliverables.
  • Familiarity with the political, social, economic and development environment in Timor-Leste.
  • Strongly preferred – previous work experience in Timor-Leste.
  • Strongly preferred – written and spoken proficiency in Tetum (while the 5-year plan will be written in English, technical discussions between eye health stakeholders during planning meetings are often preferred to be conducted in Tetum).
