Toora Women Inc. has a fantastic job opportunity in the newly created role of Chief Financial Officer / Chief Operating Officer.

Appointment Type: Permanent full-time position under Service Agreement, terms and remuneration to be negotiated.

PRACTICE FRAMEWORK:

Toora Women Inc supports women with complex issues who have experienced past or present traumas such as domestic and sexual violence; women impacted by their own or another’s drug and alcohol use and/or mental health issues; women experiencing homelessness or needing support to stay out of the homelessness system, and women in the ACT corrections system.

Our current drug and alcohol, domestic violence and homelessness programs range across various settings such as crisis and transitional accommodation, day centre and outreach support, allowing Toora to provide a wrap-around trauma-informed care model in an integrated service.

All services are based on a theoretical model of recovery, respect, and empowerment. This includes encouraging self-help and minimising the effects of institutionalisation and the harm associated with dependencies.

SUMMARY OF BROAD PURPOSE OF THE POSITION:

The primary purpose of the Chief Financial Officer / Chief Operations Officer (CFO/COO) is to provide pro-active strategic stewardship of Toora Women Inc.’s funds and lead the operations of the corporate team, including property management, governance, risk, marketing and communications, and finance.

The CFO/COO is to continuously improve business and administration processes to maximise revenue generation and retention, cost efficiency and growth across all Toora services, as well as performance of the corporate functions of Toora to ensure high-level service provision to clients and Toora service delivery teams.

The CFO/COO has accountability for the finance and accounting operations of the organization, including risk mitigation. The position involves supervision of finance and corporate staff and oversight of essential corporate activities,

JOB SPECIFICATION

Key working relationships

The Chief Financial Officer / Chief Operations Officer is responsible to the Chief Executive Officer (CEO).

This position requires the development and maintenance of strong working relationships with:

  • Toora Board;
  • Toora Leadership team;
  • Toora services and program teams;
  • External stakeholders, including but not limited to funding and governance bodies.

Deliverables

In summary, the CFO/COO will provide:

  • Strategic Contributions, such as workforce planning, data analysis, project initiation, provision of specialised financial and administrative advice
  • Oversight of all organisational accounts and investments
  • Financial risk management
  • Oversight of financial management of rental properties
  • Assist in the identification and development of grant applications
  • Team management
  • Professional Practice, Professional Development and Performance Management
  • Develop and maintain effective internal and external relationships

PERSON SPECIFICATION/ SELECTION CRITERIA

Essential Criteria

  • Relevant tertiary qualification. At a minimum a Bachelor degree in Accounting, Finance, Business or other relevant field
  • Business Administration / Management of Leadership
  • Membership of professional and industry association eg CAANZ or CPA.
  • At least 10 years accounting experience with a minimum of 3 to 5 years of supervisory experience.
  • Demonstrated leadership experience
  • Skills in budgeting, grants accounting, receivables, financial statement preparation, tax preparation, rent management and audit support
  • Demonstrated working knowledge of accounting systems and not-for-profit accounting practices
  • Ability to manage staff effectively
  • Demonstrated ability to perform complex and highly analytic special projects or assignments
  • Demonstrated ability to develop and manage external relationships
  • Excellent oral and written communication skills
