The Treaty Authority is a new independent entity with a mandate to facilitate the formation of treaties between the State of Victoria and First Peoples in Victoria. The Authority has been referred to as the “independent umpire” in Treaty negotiations.

The Authority’s work is grounded in Aboriginal culture, lore and law and led collectively by a panel of five Members committed to Aboriginal self-determination and empowerment. It engages with a broad cross-section of stakeholders, including the Victorian Government, the First Peoples’ Assembly and Traditional Owners in Victoria.

About the Role

The Treaty Authority aims to appoint a highly experienced Aboriginal Employment Manager to lead the development, implementation and evaluation of its Aboriginal Employment and Engagement Strategy. The program will aim to attract Aboriginal and Torres Strait Islander employees to the Treaty Authority, develop meaningful careers and retain staff members for the long-term. Reporting to the Human Resources Manager, the person will build and maintain internal and external relationships that support employment and career development including managing and liaising with all Aboriginal and Torres Strait Islander candidates and creating a leadership talent pipeline.

The ideal candidate will have a proven track record in developing employment and engagement programs and managing projects from inception to delivery, including the setting of performance targets, risk mitigation, reporting and review of outcomes and achievements. They will also have the proven ability to engage and work with Aboriginal and Torres Strait Islander people and communities.

This role requires a highly motivated individual with the ability to anticipate what needs to be done, show initiative and be able to work under pressure. They will also have a track record in actively fostering relationships through respect, collaboration, inclusion and building trust with others to achieve common goals.

This is a full-time role, based at our offices in Collingwood although we are open to considering part-time applicants.

Key Duties

  • Develop the Treaty Authority’s Aboriginal and Torres Strait Islander Employment and Engagement Strategy. Coordinate and implement programs, projects and initiatives to achieve its strategic objectives.
  • Strategically design, develop and deliver organisational objectives that positively impact outcomes to increase the Aboriginal workforce participation and improve Aboriginal cultural safety as outlined in Treaty Authority’s Employment and Engagement Strategy and the Aboriginal Cultural Safety Framework.
  • Advise on and contribute to the development of Treaty Authority recruitment, selection, induction, professional development and mentoring programs and processes to ensure they effectively align with the Aboriginal Employment and Engagement Strategy.
  • Manage all stages of the recruitment processes for identified and designated positions.
  • Build and nurture relationships with Aboriginal and Torres Strait Islander people through targeted outreach and engagement efforts.
  • Develop and manage an efficient process to liaise effectively with all Aboriginal and Torres Strait Islander candidates actively involved in Treaty Authority’s recruitment and selection processes.
  • Develop and maintain a pipeline of leadership potential in current Treaty Authority Aboriginal and Torres Strait Islander employees.

Selection Criteria

  • A degree in a relevant discipline such as human resources, business or project management and or an equivalent demonstrated professional experience and training.
  • Lived experience, knowledge and understanding of Victorian Aboriginal communities (essential).
  • Proven ability to engage and work with Aboriginal and Torres Strait Islander people and communities essential.
  • Experience in the managing culturally sensitive relationships and ability to build credibility with stakeholders.
  • Demonstrated experience in developing employment and engagement programs and managing projects from inception to delivery, including the setting of performance targets, risk mitigation, reporting and review of outcomes and achievements.
  • Experience providing talent acquisition support, HR advice, policy advice, administrative support, and governance preferably in a not for profit/community-based environment.
  • Demonstrated knowledge of diversity and inclusion, including experience in the research and promotion of Aboriginal and Torres Strait Islander peoples’ diversity initiatives.
  • Excellent analytical, fact-based problem solving and conceptual skills with the ability to conceptualise, develop and review initiatives that contribute to the provision of excellent HR solutions.
  • Demonstrated experience in contributing to the development, coordination and implementation of recruitment and retention strategies and practices.
  • Working knowledge of sourcing techniques and tools, including Ethical Jobs, Seek, LinkedIn Recruiter and other talent acquisition platforms.
  • Demonstrated high-level written and interpersonal skills including the ability to build relationships and communicate effectively with stakeholders through all channels.
  • Strong critical analysis and reporting skills.
  • Highly organised with ability to prioritise own workload, work independently and as part of a team to meet deadlines.
